Guilty by suspicion ("The Island" - Editorial)
America's stand on Sri Lanka's terrorism remains a riddle inside an enigma. The US used to denounce LTTE terror seemingly at every turn and to claim that it stood by this country. Strongly worded statements that Washington issued condemning the LTTE would warm the cockles of many hearts but strangely the moment the writing appeared on the wall for the LTTE, the US policy underwent a sudden change. Washington made a U-turn and went to the extent of trying to throw a lifeline to the beleaguered Tigers crying out for help. It advocated negotiations as the solution to the problem of terrorism here while unleashing hell on Afghanistan in a bid to wipe out its terrorists. If Sri Lanka had given in to US pressure and let Prabhakaran et al off the hook, terrorism would certainly have got a new lease of life and there would have been no end to people's suffering.
Yesterday, we reported that the US had refused to conduct a joint military exercise with the Special Forces or commandos of the Sri Lanka Army because of unsubstantiated war crimes allegations against them. Instead, the US offered to accommodate the Air Mobile troops but the army rightly turned down that offer on the grounds that the exercise had not been designed for them. The Special Boat Squadron of the Sri Lanka Navy and the Regimental Special Forces of the Sri Lanka Air Force took part in the exercise.
We are intrigued! If the Special Forces and Commandos are bad, how come the Air Mobile Troops are acceptable to the US for a joint exercise? It is like abstaining from pork but consuming bacon! Regrettably, the fact remains that the US has discriminated against a section of the Sri Lanka Army purely on the grounds of unsubstantiated allegations. Justice and fair play, eh?
Time was when the LTTE, its NGO allies and the Diasporic Tigers levelled wild allegations against the SLAF and the SLN as well. They were crying blue murder about SLAF bombing missions which, they claimed, destroyed civilian targets. Remember the hullabaloo they made about the so-called Sencholai attack on an LTTE training facility by claiming that a school had been attacked. But, when the LTTE-held areas were opened up, they had to eat their words! They have conveniently dropped those 'war crimes charges' against the SLAF.
The SLN, too, came under heavy fire from the Tiger lobby for alleged massacres of fishermen. It was claimed that the Navy was deliberately targeting fishing craft in the northern seas. Even some Indian politicians lent their voice to the LTTE propagandists who were disseminating diabolical lies in a bid to halt the Sri Lanka security forces on the offensive by generating international pressure. But, today, mum's the word on the part of LTTE activists about those allegations which turned out to be false.
It appears that the US has been wise enough to see through the LTTE's propaganda against the SLAF and the SLN as evident from joint military exercises it conducts with the two forces. It is hoped that as regards the so-called war crimes charges against the Sri Lanka Army as well, the US will cease to be duped by the LTTE before very long.
Sri Lanka has been taking part in many joint military exercises with other countries over the decades. The US has taken upon itself the burden of ridding the world of the scourge of terrorism. But, ironically, Sri Lanka had to battle her terrorism almost single-handed for nearly thirty years and finally managed to defeat it not because of internal crusaders against terrorism like the US but in spite of them!
The question that one cannot but ask oneself is whether it serves Sri Lanka's purpose to take part in joint military exercises with countries that further the cause of her terrorists on some flimsy pretext.

Fails to Hide the Tigers' Stripes

The Tamil Diaspora which funded the brutal terrorist movement called the Liberation Tigers of Tamil Eelam (LTTE) also known as the Tamil Tigers, has regularly changed its disguise through a simple metamorphosis involving a name change and re-arranging the deck with new faces to hide their links to the designated terror group. After the military action taken by the Sri Lankan forces ended in May 2009 with the killing of the Tiger Supremo, Velupillai Prabhakaran and his lieutenants on the banks of the Nanthikadal Lagoon on the northeast coast, the carefully laid out plans of foisting a Tamil state on Sri Lankan soil with western support simply vanished like a bad dream that partially disturbed the nation which woke up to face the challenge head on. The Tamil Diaspora's plans to carve out a separate state covering one-third of the land area spread over two-thirds of the coast extending from the northwest to the southeast of the island for less than half the total Tamils counting less than 4 percent resident in the region, by force of arms, went up in smoke along with the massive stockpile of weapons they had procured for the purpose and smuggled into the jungle hideout of the Tiger terror machine in the Vanni.
Looking at the congregation of Tamil Diaspora organizations which went to form the Global Tamil Forum it is quite evident to anyone that it is merely a re-branding of the pro-Tamil Tiger World Tamil Movement (WTM), with its goal of establishing a separate Tamil state within the sovereign territory of the Sri Lankan nation remaining the same.
The involvement of the groups that were the main propagandists for the Tamil Tigers such as the Canadian Tamil Congress which took over the leadership in Canada following the arrest of the head of the WTM and the designation of the LTTE as an international terrorist group in September 2001 by the UN, the Norwegian Council of Eelam Tamils, and the House of Eelam Tamils with the map of the mythical state of "Eelam" as its logo along with similar groups in 14 countries including Europe, USA, Australia, and New Zealand, leaves nothing to the imagination of the observers to determine the nature of the newly created beast in London, UK, on February 24, 2010.
In addition, bringing on Father S.J. Emmanuel, the former Vicar General of the Catholic Diocese of Jaffna to lead the GTF leaves little room to doubt the ulterior aims and motives of this body of hate filled Diaspora Tamils that bankrolled the Tamil Tiger killing machine with access to billions of extorted and ill gotten dollars in their secret coffers. Father Emmanuel is well known for his controversial statement comparing the remorseless megalomaniacal leader of the brutal Tamil Tiger Terrorists, Velupillai Prabhakaran to Jesus Christ who is regarded as the Great Redeemer, in an interview given to the British national newspaper, the Independent. He has in his writings and talks defended the terrorist activities of the LTTE and fanned the flames of war and violence causing untold misery to thousands of innocent lives of people from all communities in Sri Lanka. Father Emmanuel who has been a key figure in the LTTE international network has been using his religious cloak to stalk like a holy Tiger in the corridors of power in Europe and South Africa to win sympathy and support for the terrorist cause.
It is not surprising that the British who are the architects of division in their former colonies including Sri Lanka (Ceylon), which have led to conflicts with minorities seeking the special privileges and power bestowed to them by the colonial regime even after independence from Britain, hosting the GTF Conference and giving their blessings to these misguided Tamil separatists pursuing the break up of the sovereign state of Sri Lanka. Making a big splash at this conference held in the Gladstone Room of the British Parliament were David Milliband, British Foreign Secretary who made the opening speech, whilst the Conservative 'shadow' foreign secretary William Hague and the Liberal Democrat counterpart Ed Davey also addressed the delegates. Other speakers included nine members of the All Party Parliamentary Group for Tamils (APPG-T), two British members of the European Parliament and about six other senior parliamentarians including Simon Hughes and Gareth Thomas, and an ANC member of the South African Parliament. Among the attendees were Rev. Jesse Jackson who was introduced as a friend of President Obama and a representative of the Royal Norwegian Government. There were greetings from the British Conservative Party leader David Cameron and Robert Blake the current US Secretary of State for South and Central Asia and a meeting of GTF representatives with Prime Minister Gordon Brown. Here we have the main actors who attempted to pressure Sri Lanka to halt the military action against the LTTE terrorists who refused to surrender to the Sri Lankan authorities, and seek to provide safe passage and asylum for the Tamil Tiger leaders in a foreign country to continue their attacks to destabilize the island nation.
The Diaspora Tamils have been conducting meaningless referenda in their host countries in the west to seek a mandate to pursue the same objectives of a separate state called "Eelam" within the sovereign territory of Sri Lanka as envisioned in the 'Vadukkodai Resolution' of 1976, based on the false premise of the existence of a traditional homeland of the Tamils in the north and east of the island from the dawn of history. Firstly, the Diaspora Tamils who hold foreign citizenship and domiciled outside Sri Lanka cannot have a say in the internal affairs of Sri Lanka which can be decided only by citizens of the land. Furthermore, historical records show that the vast majority of the Tamils were brought to Sri Lanka by the Dutch and British colonialists for work on tobacco, cocoa, coffee and tea plantations which they started after destroying the ecological wealth of the country and taking over the lands of the indigenous Sinhalese whom they dispossessed through infamous Acts such as the Waste Lands Ordinance, etc. Tamils first arrived as invaders but were driven back to South India from the pockets they captured after short periods of control of such terrain. Except for a few Tamils who arrived as settlers around the 12th century, the bulk of the Tamils came as indentured labour under the Dutch and British colonial regimes which date back to about 350 years, which is a far stretch to say it extends to the dawn of history which covers 2600 years of the Sinhalese domination of the island as given in the 'Mahavamsa', which is a chronicle of recorded history.
Now that the Tiger terrorists have been totally defeated and their overseas financiers in the Diaspora sidelined to their fantasy mythical land of "Eelam", the Tamils who are equal citizens of Sri Lanka could look forward to participating in the development of their country and building a peaceful and prosperous nation.
Nearly 250,000 of the approximately 294,000 civilians who were forcibly removed from their villages in the Vanni to form a human shield for the retreating Tiger terrorists have since been re-settled in the de-mined and re-built villages within a space of nine months, whilst infrastructure, roads and electric power is being extended to the region at a rapid pace. The 11,000 odd Tiger cadres that surrendered are being provided with vocational training and being re-habilitated into society. Tamil children who risked being abducted to end up as cannon fodder or be brainwashed to become suicide bombers could now look forward to receiving a proper education that will open new vistas of opportunity for improving their lot. Those civilians who lived under the jackboot of the Tiger terrorists can get back to farming, fishing or other normal activities instead of digging bunkers, trenches, and putting together landmines and other explosive devices to kill and maim their fellow citizens belonging to different communities. The Tamil civilians who were prevented from participating in the democratic process and choosing their representatives have to a large extent got back their freedom and their democratic rights, and are now in a position to contribute to their betterment and that of their country which they share with members of the multi-ethnic and multi-religious society of Sri Lanka.
The free movement of people of varying backgrounds, travelling north, south and in all directions within the island after the collapse of the Tamil Tiger built iron curtain of deadly Mines, Suicide Bombers, Maaveera killers, RPGs, AK47s, Mortars, Artillery Guns, Suicide Boats, Chemical Weapons, Night Bombers, etc., is contributing to building friendly ties and bonds in every field that is leading towards healing of the conflicting issues and reconciliation, whilst ushering in an era of peace and plenty for all. The Global Tamil Forum which may wield a little political clout in an insignificant number of electorates in western countries has little or no influence within Sri Lanka, and will soon become redundant and fade away like the mythical dream state of "Eelam".

Over 193,607 IDPs resettled
The government has resettled 193,607 Internally Displaced Persons of the North and only 76,205 IDPs remain to be resettled. These people are housed in six welfare villages in the Menik Farm area of Vavuniya, Resettlement and Disaster Relief Services Ministry Secretary U.L.M. Haldeen told the Daily News yesterday

These remaining people are original settlers of Kilinochchi, Mullaitivu and Madhu regions where the de-mining operations were continuing. They would be resettled in their original villages and lands when they are cleared of mines. These three regions were heavily mined by the LTTE terrorists when they were fleeing. These IDPs would be resettled stage by stage when their original villages are made safe for human habitation, he said.
Among the IDPs are more than 23,000 who leave the welfare villages daily for work or to visit their friends or relations and they are given transport facilities. However they return to the welfare villages every evening, he said.
The Special Presidential Task Force for Rehabilitation and Resettlement headed by Senior Presidential Advisor Basil Rajapaksa is taking steps to expedite the de-mining process. The Northern Province Governor's Office has allocated Rs. 750 million for restarting the livelihood of resettled IDPs. Under this assistance scheme 23,519 families have already received the Rs 25,000 grant. Northern Province Governor G.A. Chandrasiri handed over these funds to some families recently. A total of 30,000 families will benefit from the program, the Governor's Office spokesman said.

Suspected financier of LTTE arrested in Germany
A suspected supporter and financier of the LTTE has been arrested in Germany. The German media reported yesterday that he was produced in Court. He had reportedly been collecting funds for the LTTE since 2002 in Germany.
The 61-year-old man, who was also involved in armed robbery, collected funds for the Tamil Coordinating Committee, which is the German arm of the LTTE.
The LTTE has been listed by the European Union since May 2006 as a terrorist outfit.
The German media further reported that the Tamil Coordinating Committee has been collecting funds from Tamils living in Germany and transferred it to the LTTE in Sri Lanka.

President Mahinda Rajapaksa said development cannot be confined to a particular group or a specific part of the country.
“As far as projects are concerned I have to treat all districts alike because people from all parts of the country elected me for a second term.”
He said, “I have to repay the faith placed in me by the people.”
The President was addressing representatives of the Joint Trade Union Alliance of the Gampaha district at Temple Trees on Tuesday.
The President said three million new employment opportunities will be created with the construction of five new harbours, international airport, the Norachcholai and Kerawalapitiya power projects.
These jobs will be given on merit and not on any political recommendations, he said.
He said through Mahinda Chinthana Idiridekma, Sri Lanka will be a model of Asia very soon. I will leave no stone unturned to make this a reality. But without the cooperation of all, this cannot be achieved,” he said.
He said when he became President in 2005 there were only 600,000 Public Servants. But he took all steps to increase this number up to 1.2 million. The UNP has no proper plan to develop the country and it wants somehow to come to power by hook or crook. But unlike in the past the people of the country are today politically astute. They can’t be fooled any more.
He said UNP regime prolonged the ethnic conflict with half hearted attempts to negotiate with the Tigers. “I didn’t hesitate to undertake development activities even when the war was at its climax. I ended thirty years of war and have started development war now.” The President predicted that UPFA would form a stable government at the conclusion of the April 8 Parliamentary Election in line with the people’s expectations.
The President reminded that the people had kept faith in the UPFA on a continuous basis since 1994.
The UPFA had always repaid this faith and had taken steps to uphold the people’s franchise, he said.
The President said he had a duty to create a society which is well-disciplined and has high moral values.
“I request the people of this country to elect a strong Parliament in order to take the country towards greater prosperity and accelerate the development process,” he said.
Senior Presidential Advisor Basil Rajapaksa, artiste Jackson Anthony, veteran scholar J. R. P. Sooriyapperuma, Joint Trade Union Secretary W. H. Piyadasa also spoke.

The opening of the Mahinda Rajapaksa Tele-cinema Village, Ranmihithenne, will take place on March 30 at 4.30 p.m. Around 450 artistes will take part in the function which will take the form of an appreciation ceremony for President Mahinda Rajapaksa for his service to the industry.
The ceremony also marks the completion of the first phase of the tele-cinema village which began work on October 30, 2008, in a 235 acre land in Tissamaharama. The construction process is funded by the revenue from the taxes imposed on foreign teledramas, films and advertisements imported by local television channels.
Around Rs. 600 million had been used for the first phase while it is estimated that another Rs. 600 million will be used for the second phase. Two teams will be able to shoot inside the buildings at the same time while another two will be able to do their shooting outdoors simultaneously. There will be accommodation facilities for 96 artistes and film crew.
Art Director Errol Kelly had designed the sets. The project is supervised by the Mass Media and Information Ministry. Senior artistes Ravindra Randeniya and Dr. D.B. Nihasingha are its consultants.
“Though this had been a most urgent need in the past nobody had any faith in past governments to deliver on this mammoth task. President Rajapaksa noted this and came up with the concept so that film and teledrama makers will be able to utilize the village to make creations of international standards using the latest technological devices under one roof at a low production cost,” Randeniya said.
He also added that the tele-cinema village had opened doors to the international arena as some filmmakers have made inquiries to shoot their movies at the location.
A logo had also been chosen for the tele-cinema village after the team had called for designs. Out of around 40 designs Dayaratne Palliyaguruge’s creation had been chosen as the logo.
The tele-cinema village is expected to be completed in three stages. The rough estimation of the cost stands at Rs. two billion. Work is expected to be completed in 2011.

President Mahinda Rajapaksa yesterday emphasised that it would not be the number of votes garnered which would decide the fate of a candidate when it came to deciding the future ministerial positions, but their ability, commitment and productivity.
“I prefer a Parliament which could work more than talk. As such I would not hesitate to give pride of place to persons who could deliver desired results effectively when fulfilling peoples wishes,” President Rajapaksa said.
The President said so addressing a massive public rally in Welimada held in support of candidates contesting the April 8 Parliamentary polls under the UPFA banner. President Rajapaksa told the people of Badulla who had gathered in large numbers at Keppetipola, Welimada that their first duty was to ensure victory for the ‘betel’ leaf.
“A vote for “Betel” leaf is a vote for me, then you have three preferences. Use all three and appoint candidates of your choice,” he added.
The President pointed out that the UPFA had come before the people for another term after fulfilling its pledges given to the public during the last elections under Mahinda Chinthana.
On the occasion the President assured the public of the area that a number of projects which would benefit them were in the pipeline.
Already Rs 8 million has been allocated to solve the drinking water problems in the area and numerous other facilities to the farming community of the area too is in the offing, he added.
All 11 candidates in the district from the UPFA along with UPFA National List member and former Parliamentarian Sarath Kongahage and artiste and media personality Jackson Anthony addressed the gathering.
Former Speaker W.J.M. Lokubandara too was on stage.
The UPFA candidates in the fray for eight seats from the Badula district (according to preferential numbers) are Vadivel Suresh, Dilan Perera, Chamika Buddadasa, Dr. Rohana Pushpakumara, Thenuka Vidanagama, Udith Lokubandara, J.M. Gunetilake, Nimal Siripala De Silva(district leader), Veeran Sennan, Swaminadan Chandramohan and S. Bandusena.

Unite to beat all odds

Sarath Fonseka, who fell from grace to disgrace after his recent outbursts, has again proved beyond any doubt and unmasked the real traitors and the people who are behind the greatest betrayal.
The ulterior motives of Fonseka and the Janatha Vimukthi Peramuna (JVP), which has offered him political patronage, have been starkly exposed after the retired General gave a shameful interview to the controversial Channel 4.
The UK-based TV channel has been extremely sympathetic towards the LTTE, which was once considered the most ruthless terrorist outfit in the world, which is still banned in the US, UK, Canada and the European Union. Channel 4 aired concocted stories on Sri Lanka and telecast controversial video footage which attempted to display atrocities alleged to have been committed by Sri Lanka’s Security Forces against Tamils.
The controversial video footage produced to appease the West and discredit Sri Lanka’s valiant Security Forces was craftily fabricated. It was tendentiously put together to bring the Government of Sri Lanka into disrepute and denigrate the worldwide reputation of the Security Forces in combatting the deadly Tiger terrorists.
The Channel 4 distorted the ‘picture’ to woo support for the LTTE and discredit Sri Lanka. The unsubstantiated and admittedly unverifiable video footage was an attempt by elements opposed to the success of the reconciliation process under way in Sri Lanka and the ongoing efforts to rebuild the country after nearly three decades of LTTE terror.
People are acutely aware how the Channel 4 projected terrorist leader Velupillai Prabhakaran as the hero of the Tamils during Sri Lanka’s battle against terror. Strangely enough, the very same Channel 4 is now attempting to portray Fonseka as the hero of the Sinhalese.
Fonseka made a vain attempt to discredit the Forces he once commanded when he said that the Defence Secretary had ordered to kill the LTTE leaders who tried to surrender waving white flags. Fonseka’s statement during his recent unsuccessful presidential election campaign had been fabricated to gain the support of the West and attract funds from the Tamil Diaspora.
Fonseka ‘smuggled out’ a hand-written interview to Channel 4, apparently through his lawyers in a sinister manner. What is important is not the manner in which Channel 4 had obtained the interview, but how Fonseka had abused certain facilities provided to him on humanitarian grounds by the President.
Moreover, the Channel 4 interview raises another question of breach of discipline on the part of the former Army Commander.
It is important to ascertain the stance the JVP would take on this deplorable situation. After the United National Party and Mangala Samaraweera isolated Fonseka following the presidential election defeat, the JVP has been ‘using’ Fonseka to cover its political nudity at the forthcoming general elections.
In the backdrop of the general election, many interested elements, both local and international, are working round the clock to achieve their objectives. Having failed in such attempts at the presidential election, they are again hoping against hope for a regime change and to empower pro-Western puppets who would dance the fandango round Uncle Sam.
The UN Secretary General Ban-Ki Moon’s controversial stand to appoint a panel to advise him on Sri Lanka too has coincidentally surfaced. It is not up to us to ascertain the nexus to this campaign against Sri Lanka and a fearless leader whose sole concern is for the people of the land he belongs to.
The Government has reiterated its stand that the proposed move by the UN Secretary General to appoint a Panel of Experts to advise him on accountability issues relating to Sri Lanka is an infringement of the sovereignty of an independent Member State, without prejudice to the application of enforcement measures under Chapter VII.
The UN chief should facilitate the proposed visit to Sri Lanka by the UN Under-Secretary General for Political Affairs Lynn Pascoe. Such a visit after next month’s general elections would enable him to assess first hand, the progress made on key fronts and work out details of the proposed domestic mechanism to be set up by the Government.
Sri Lanka can deal with such a mechanism as it has already full-fledged local mechanisms such as the judiciary and commissions of inquiry. Moon should take note that the situation in Sri Lanka is not on the agenda of the UN Security Council, the General Assembly or the UN Human Rights Council.
Hence, Moon’s proposed action can only be construed as an intrusive unilateral initiative. On the other hand, the timing of the proposed initiative coincides with the elections in Sri Lanka. Is it a deliberate attempt to gain political mileage for the Opposition?
A move of this nature would also either directly or indirectly support local and international apologists of the LTTE, especially the remnants of the LTTE who are still active outside Sri Lanka.
Meanwhile, the International Crisis Group (ICG) has also published an unfavourable report on Sri Lanka and the human rights situation in the country. That could be expected as the two members of the ICG who were the main architects of the report were Louise Arbour, the former UN High Commissioner for Human Rights, and the other member being Gareth Evans, a former Foreign Affairs Minister of Australia.
The ICG report does not represent the views or aspirations of the Tamils living in Sri Lanka but only fulfils the aspirations and the demand for a Tamil homeland by the Tamil Diaspora.
All Sri Lankans, irrespective of their ethnic, religious or political affiliations, should stand as one against all international conspiracies that would undermine the sovereignty and territorial integrity of the country. If we are united, we could defeat all odds.

Sarath Fonseka is attempting to internationalise domestic issues and has displayed his disloyalty to the country by secretly dispatching a letter to the United Kingdom-based Channel 4 television station which has been supporting the LTTE terrorists for over a long period, Minister Dullas Alahapperuma said.
Addressing the Cabinet media briefing last week, Minister Alahapperuma said Fonseka has sent this letter in his own handwriting.
In the letter, Fonseka has said that he is not provided with hot water or air-condition facilities. In addition he has drawn a sketch of the building where he is detained. “Fonseka must be the first person in the world demanding such facilities while in detention,” Minister Alahapperuma added.
However, the Government has taken every possible step to provide maximum facilities considering his former position, Minister Alahapperuma said. He said Channel 4 was sympathetic towards the LTTE over a long period and Fonseka has sent a letter to that particular channel. In addition, the Minister questioned as to how a detained person can have such freedom to send letters.
This incident brings to the fore the whole question of Fonseka’s loyalty.
The Minister said Channel 4 continuously made baseless allegations against the Security Forces and against the Sri Lankan Government. When the Sencholai Tiger base was air raided, Channel 4 pointed out that it was a school. In addition Channel 4 made serious allegations that the Lankan Security Forces shot surrendering LTTE cadre. There is absolutely no truth in such allegations made via video footage and other means.

President Mahinda Rajapaksa pointed out that the United People’s Freedom Alliance will win with a two-third majority, in order to form a strong government to spearhead the development process without any hindrance. President Rajapaksa was addressing a mammoth gathering at the Nuwara Eliya race course grounds yesterday.
In his address he said that the people of this country stood by him always and had be not been re-elected in the Presidential election last month, he would have been either put behind bars or six feet under.
President Mahinda Rajapaksa said that his Government did not obtain credit facilities to import food. The credit facilities were utilized by the Government to bring dividends of development to the villages which have been neglected over the years.
The Government gave all facilities to the farmers to enhance cultivation in the country.
The farmers undertook the responsibility of cushioning the impact of global food crisis efficiently and they succeeded. We utilized credit facilities for the development of the country. The villagers have seen tremendous development in the fields of health, education and infrastructure during the last four years, he added.
President Rajapaksa said that the Government was still paying back the debts taken by the previous administrations to import food. He said the Government has to pay for the credit taken by the previous regimes to purchase wheat flour.
Several major food producing countries imposed restrictions on the export of their excess food production during the height of the global food crisis.
However, Sri Lanka launched the construction of new harbours, international airports, power generation plants the main requirements for the country’s development, he said.
He said that the children in the estate sector should have access to better education and the government. is committed to create a better future for them.
The children in the estate sector and the country at large should be able to stand as equals with children indeveloped countries he said.
Ministers C. B. Ratnayake, Armugam Thondaman, Navin Dissanayake and Deputy Minister V. Puthrasigamony were present at the rally.

Foreign nations should not meddle with the internal affairs of our country. Sri Lanka has never interfered in the internal affairs of any country, said Prime Minister Ratnasiri Wickramanayaka yesterday.
He said the people have the ultimate right to get involved in the solution of any problem in the country. “We have established a very strong diplomatic service which is entirely based on the principle of non intervention of internal affairs of the host country.
He stressed that certain European countries are under the impression that Sri Lanka is still a colony. He said that the European countries should not teach us how to rule this country.
“We are an independent and sovereign nation and we have self respect as a nation.
The Premier was speaking at an election rally at the Harendra Corea grounds in Chilaw yesterday.
Prime Minister Wickramanayaka sought public support to form a strong Government through which the conspiracies hatched by certain elements locally and internationally can be defeated.
He said the Government will remove all impediments that stand in the way to the country’s development after the UPFA’s landmark victory on April 8.
“We are determined to make effective changes in the country’s electoral systems too, he added.
Former President J.R. Jayewardene introduced this electoral system to ensure that no party can form a strong Government.
He said the Government requires a 2/3 majority in Parliament to effect changes in the Constitution. “The enmity among the people will further grow if this electoral system is allowed to persist in the country,” he added. The Prime Minister said the Parliament which will be formed after April 08 would give an ear to the public views when it comes to the formulation of government policies.
Prime Minister Wickramanayaka added that the country would be brought under an accelerated development drive after the General election and this program has already been planned by the authorities.
He emphasized that the Government succeeded in eradicating terrorism which retarded the country’s development for over three decades. He said action would be taken against the proxies of the LTTE.
The Prime Minister added that the Government created an atmosphere where people of all communities could live in peace.
“A strong Parliament is needed to face the challenges ahead of us.” The impediments that stood in our way to development can only be removed through a strong Parliament, he added.
The Premier said the UPFA wanted a strong mandate to negate the various internal forces who are hatching conspiracies against the country. He added that billions of rupees have flowed to the country from various sources during the Presidential election and their whereabouts are not known.

President Mahinda Rajapaksa said yesterday that he had a duty to create a society which is well disciplined and has high moral values. Addressing the first major political rally in support of UPFA candidates contesting the forthcoming Parliamentary elections, the President said he was of the belief that a country’s progress could be retarded if it did not possess a disciplined society.
“The people gave me a second successive mandate to govern the country with a 1.8 million majority with a lot of hope and conviction. A disciplined and morally rich society is one of their wishes. I am prepared and committed to fulfill their aspirations,” he said at the rally in Kandy.
He pointed out to the large gathering that the people had elected him in 2005 with the main objective of delivering the country from the clutches of terrorism.
“However I got a Parliament where we could not appoint even our own Speaker. We had a question mark before ourselves, when it came to our forward march. But we did not let the people down and delivered what they wished,” he said.
“Now the country is yours. To drive it towards greater prosperity and accelerate the development process appoint a strong Parliament,” he said.
The President also emphasized that the party came before anything else and everybody should work as a team to ensure victory of the Betel Leaf.
The people have three choices when it came to the Manape and they can choose whom they like, he added.
The large public gathering at the Getambe grounds in Kandy was also addressed by Minister and SLFP General Secretary Maithripala Sirisena, artiste Jackson Anthony, former MP Wimal Weerawansa, Ellawela Medananda Thera and all 15 UPFA contenders from the Kandy district. Two renowned local politicians of the UNP from Kandy joined the UPFA, namely M. Marjan and Chandana Bandara.

Sri Lanka is emerging from a long period of conflict and insecurity towards greater stability, stated Australian Foreign Affairs Minister Stephen Smith updating the Australian Parliament on the situation in Sri Lanka. The opportunity now exists for the diaspora to play a constructive role in promoting the conditions for sustainable peace. I urge the diaspora to look forward and work in positive ways to help communities inside Sri Lanka realize a peaceful future for themselves, he further stated.
Around 100,000 persons of Sri Lankan extraction are now living in Australia, contributing to all aspects of our society, he noted.
Referring to a political solution for lasting peace in Sri Lanka, he stated that Sri Lanka should find a home-grown solution.
“While the outside world could help in practical ways, the solution needed to come from within Sri Lanka, from the people of Sri Lanka,” Foreign Minister Smith stated and acknowledged that “this would not be easy. Nor would it occur overnight.”
“It would come only after a process of political reform and rapprochement between all parties and communities,” he said.
Noting Sri Lanka’s progress in meeting the needs of IDPs, Foreign Minister Smith announced an additional $20 million in targeted assistance to Sri Lanka delivered through international organisations.
“Efforts are being made to meet the basic needs of people still in these camps and essential services are being provided,” he stated.
Referring to the free movement of IDPs, he noted that tens of thousands of people have taken advantage of that decision to travel outside the camps.
The Australian Foreign Minister welcomed President Rajapaksa’s re-election statement on January 27 in which he committed to govern for all Sri Lankans, build on the peace already achieved and move forward on a reconciliation program.
Australia also welcomed the announcement by the Sri Lankan Government on October 26, 2009 that it would establish an Expert Committee to investigate allegations contained in the recent US State Department’s Report to Congress on Incidents during the Recent Conflict in Sri Lanka.
Our bilateral cooperation continues to expand in important areas, including combating people smuggling and human trafficking, Foreign Minister Smith continued.
With the appointment of John McCarthy as Australia’s Special Representative to Sri Lanka, Australia has adopted an enhanced diplomatic and humanitarian effort to help Sri Lanka address the challenges of recovery from over two decades of civil war, he said.
As de-mining is an essential first step to allow people to return home and rebuild their lives, Australia has already announced its commitment to provide up to $20 million for de-mining over the next five years to ensure that the northern part of Sri Lanka can be made safe for resettlement, the Foreign Minister emphasized.
“Sri Lanka is important to Australia. Australia and Sri Lanka share strong bilateral relations, built on our shared Commonwealth membership, as well as links in trade and investment, defence, education, sport, culture and development cooperation,” he stressed.
Australia is committed to working with Sri Lanka to help address the serious challenges facing today’s world, including counter-terrorism and people smuggling, climate change and organised transnational crime, further stated the Australian Foreign Minister.
“As a long-time friend, Australia has been, and will continue to be, committed to working with Sri Lanka to build a peaceful and prosperous future for all Sri Lankans,” he pledged.

Global Tamil Forum (GTF) revives the terrorist threat to Sri Lanka?

(March 19, New York, Sri Lanka Guardian) Global Tamil Forum (GTF) was created in 2010 to continue the fight to a mono ethnic separate state in Sri Lanka after the defeat of the LTTE in 2009. Although Father S.J. Emmanuel is the front man, its de jure leader is Perinpanayagam Sivaparan alias Nediyavan in Oslo, who now leads the most dominantfaction of the LTTE. Operating through GTF, the LTTE has been using electoral votes to pressure politicians and funds to persuade serving and former nationals in the USA, UK, Canada, and Australia to advance their aims and objectives. Among those recruited to work for the LTTE and GTF are Bruce Fein, an American lawyer, and Bruce Haigh, a former Australian diplomat. In addition to these "useful idiots" the campaign contributions and votes of GTF has also lured a few politicians especially from Britain.What is Global Tamil Forum ?Global Tamil Forum (GTF) is formed by uniting 15 LTTE controlled Tamil Diaspora organizations around the world from 15 countries. Two of its member organizations, House of Eelam Tamils and Norwegian Council of Eelam Tamils directly have the word “Ealam” in their organizational names. Tamil Ealam means the a separate state in Sri Lanka for the Tamil speaking Sri Lankan citizens, who are mostly concentrated in the Northern part of Sri Lanka. In comparison, creating a separate state was also the main motive of the internationally banned brutal organization LTTE, which fought to achieve this goal with three decades of bloodshed that brought death to more than 80,000 Sri Lankans in the 30 years. The word “Liberation” in the terror group’s name of Liberation Tigers of Tamil Ealam didn’t mean much to those 80,000 Sri Lankans and hundreds of thousand of their family members who silently suffered for decades. Once that was a vibrant economy of Jaffna peninsula of the northern part of Sri Lanka became ruins of a war, due to three decades of terrorism.Before the emergence of LTTE terrorism, the Tamil people who were living in the affected areas not only were self sufficient, but also distributed their products to the other parts of the Island nation. With the so called “liberation” that was brought to them by the LTTE, these one self sufficient Tamil people became refugees in their own towns and villages who had to rely on food rations distributed by the Sri Lankan government. So was the plight brought to them by the Liberation group. Schools were closed for months, Hospitals didn’t get medical staff or adequate medicine, curfews were imposed frequently and as a result fishermen whose main income was fishing could not support their families, University education was severely disrupted, the north-south commerce came to a virtual standstill. Thousands of innocent people of all ethnicities Sinhala, Tamil, Muslim lost lives and livelihoods. Children were malnourished. nce a busy vibrant economy of the northern Sri Lanka became shambles and was shattered into pieces. Many prominent politicians who saw answers in ballet rather than bullet were brutally assassinated. All what was available for newborns to witnesses was a bloody war which they had to grow up for thirty years. The socio-economic background provided a perfecr opportunity for terror leaders to recruit innocent Tamil youth to be trained as suicide bombers of the “liberation” organization. Ray of HopeA new era of hope and prosperity dawned on the Northern Tamil people of Sri Lanka on May 19th, 2009, who were living with such severe hardships. As a result of nearly a two year long military operation launched by the Sri Lankan government to eliminate terrorism in Sri Lanka, the psychopathic leader of the “liberation” organization, Velupillai Prabhakaran and many of his deputies were killed by the Sri Lankan security forces. Almost all of the remaining senior and middle level leaders of the terror group were captured. Thousands of brainwashed cadres of the terror group were also captured and routed to many rehabilitation programs where they learned vocation skills to start a new life. They started becoming useful citizens, instead of terrorizing an entire region or becoming suicide bombers. Access roads that linked the Northern peninsula to the rest of the island nation was re-opened after decades. De-mining activities were underway in the Northern areas. The mammoth task of re-settling nearly 300,000 displaced citizens began. These families that had lost everything they once owned due to the death and destruction of the “liberation” organization brought to them. A long but promising journey began to re-settle the internally displaced people in areas where they once lived with their businesses, agriculture and fishing activities. Schools and universities were renovated and quick re-opened. Hospitals were staffed with adequate medical staff and supplies. Road blocks that had been setup by the military forces were removed. Public transportation lines were re-established. Roads maintenance that were neglected for decades were quick re-started. Places of worship were also renovated and re-opened. Bridges over bodies of water that were blown apart by the Terrorists to retard the advancement of government security forces, were re-constructed. Most of all, a breath of Freedom was in the air for both Tamils and well as non Tamil people in the country. Ethnic harmony was new order to the day. Sinhalese people who make the majority of 75% of the total population of Sri Lankans started going on pilgrimages to re-visit their Tamil brothers and sisters in the North, who they could not visit for decades. Instead of suicides bombers and explosives that were once covertly transported from the North to the south of Sril Lanka, harvest of the Tamil farmers of the north, fresh fruits, fresh vegetable, fresh fish, and many other local produce began arriving in southern markets. This inter-state commerce drove down the exorbitant prices of such items. Instead of ”relief rations” that were provided earlier by the Sri Lankan government to the Tamil people in the north for decades, building materials, hardware, fertilizer, fuel, bicycles, motor cycles, tractors began to be delivered along the A9 main trunk road that connects the north and south of the island nation. The local economies in the North were rapidly booming, children were going back to school, their parents had means of income to support their families again. People were once again able to afford meals on their own for a change ! North Tamils were overjoyed to meet and greet their southern brothers and sisters with tears in every eye. Sri Lankan stock market became the fastest growing stock market in the world. Sri Lankan was named as the No. 1 tourist destination of the world by the New York Times. Local hotels in the North as well as the rest of the country were overflowing with both local and foreign tourists. The dark could of terrorism was fast clearing and a new ear of development was rapidly rising in Sri Lanka.Maintaining political stability of post war Sri LankaSo what’s wrong with this picture ? What’s wrong with a sovereign nation defeating terrorism in it’s entirety and re-embarking on the road to harmony and rapid development ?.If it looked like a victory against terrorist, and it if smelled like a victory against terrorist and separatism, then why not the western powers call is a victory against terrorist and separatism? Well, not so fast. Not just yet. Although it appeared to be sweet deal on the surface, there came many hidden but expected issues with the newly achieved Peace in Sri Lanka. One of the main challenges was the selective approach to terrorism by the western world. Following the local defeat of the Tamil Tiger outfit within Lanka, the war of Tamil tigers reached the internationally arena where powerful forces began operating with different front organizations. These fronts were fed by the same core Tamil tiger outfit operates to destabilize and seek regime change in the island nation. Although it was hard to fathom, defeating terrorism was sometimes classified as a “crime” by certain western powers The theory of not negotiating with terrorism sometimes did not apply across the board. While it was the unanimously accepted approach of the west, it had a different flavors of this policy applied to the third world or some of their former colonies. The economies of scale were somewhat unhappy and troubled to see terrorism defeated in emerging economies, which directly threatened the economic hegemony of them. The leverage that these nations once had in influencing internal affairs of the terror torn countries was now diminished. This new phenomenon could not be taken lightly by these western powers. Something had to be done fast. In fact, many campaigns appeared to be swiftly planned and carried out. Some were covertly and some were overtly. Sometimes within Parliament buildings itself and when questioned by the grossly undiplomatic nature of such actions, the governments even went to the extent of defending their actions. Out of many recent uncalled for and unwarranted actions from a few nations, the most recent act is the the inauguration meeting the Global Tamil Forum (GTF) within the British parliament complex. The key player again is none other than all too familiar British foreign secretary Mr. Milliband under the attendance of British premier Gordon Brown. When inquired by the Sri Lankan government for a rational explanation for granting permission to use the British parliament building for this event, the British government swiftly defended its Foreign Secretary David Miliband's decision to address the meeting of the Global Tamil Forum by saying that Britain would “engage'' with all members of the Sri Lankan community who shared its view that a peaceful political solution was the only way to achieve lasting peace in Sri Lanka. In the world summit where the Foreign Secretary of the British Government, Miliband gave the keynote address and the British Prime Minister Gordon Brown graced the occasion, it can be reasonable concluded that the British government would like to send a clear signal to the Sri Lankan government and its people they they (British government ) not only approve the political agenda of the GTF, but also endorse separatism in Sri Lanka. The oxy moron in this scenario is that Britain itself has suffered heavily from IRA guerillasI give a lot of credit to British foreign secretary, Mr. David Milliband for his persistence in getting involved in Sri Lankan internal matters. In spite of the continued criticism for getting unnecessarily entangled in internal politics of Sri Lanka, he has the guts to repeat his actions time and time again. This menace has reached a point where moderate Sri Lankans are starting to wonder if he is an elected official of the Sri Lankan government. Either due to his lack of knowledge in Sri Lankan politics, or due to strategic guidance and pressure exerted on him by the British government, or due to the constant lobbying from his Tamil voter base in the UK, or due to any other cause, Mr. Milliband has a tendency of constantly trespassing Sri Lankan politics, creating news. Mostly unpleasant news. The latest drama unfolded when Mr. Milliband delivered a speech at the GTF held in the British Parliament complex. In the absence of their much worshipped leader Velupillai Prabhakaran, the defeated leader of the Liberation Tigers of Tamil Elam (LTTE) the organizers of the GTF had found the next best match for their cause, Mr. Milliband, who has a long history of getting involved with the internal politics of Sri Lanka. For Milliband, this has become a second nature for his politics.Old wine in a new bottle ?What is this GTF? It is a conglomeration of multiple LTTE fronts around the world, who strive to achieve one and only one common goal. That is to create a separate state within Sri Lanka for the Tamil minority in Sri Lanka. Today most Tamils do not want a separate state and certainly do not want the LTTE return. The separate state the LTTE supporters living overseas want is something they couldn’t achieve for three decades of violence, communal disharmony and bloodshed through terrorism. Some sections of the Tamil Diaspora are still using new tactics and engaging in an international political campaign to achieve the same end state that LTTE once strived to achive. In other words, they are essentially trying to resurrect the defunct LTTE to further their agenda of creating a separate State within Sri Lanka for minority Tamils. They envision the resurrection of the defeated LTTE by political means. A new stage has essentially emerged for them. In other words, GTF would like to see the west provide the means for them to carry out the movement. How can someone resurrect a defeated terrorist organization, especially the organization has been listed as a banned terror organization by multiple law enforcement authorities of the world ? That’s where the creativity comes into play. LTTE itself was a banned as a foreign terrorist organization (FTO) in almost all parts of the world. This means GTF is now faced with finding a suitable medium to deliver the venom in a new bottle under a new label. For those who are striving to create a separate state for minority Tamils in Sri Lanka, coming up with names is not a challenge at all. As a matter of fact, they have proven that they are the world class masters of this act in having obtaining 21 different passports for its infamous arms dealer Kumaran Pathmanathan (KP) who is now in Sri Lankan government custody. Kumaran Pathmanathan (KP) had operated over 1100 bank accounts using the names of many different LTTE front organizations. Creation of yet another front was not a challenge at all. Considering the many other fronts of the LTTE such as Tamil Rehabilitation Organization (TRO) whose funds have been seized by both Canadian and Sri Lankan authorities after establishing direct links between the LTTE, Tamils for Obama, Tamils against Genocide, Tamil National Alliance (TNA) are a few examples of the many ugly faces of the same venom. At the conclusion of its inaugural meeting of the then titled “World Tamil Forum”, at the Crown Plaza Hotel in London on 26 March 2009, a resolution was adopted which said “Recognizes that the Tamil people have mandated the establishment of a free, sovereign state of Tamil Eelam (in Sri Lanka) as the only enduring solution and that this conference Recognizes that the Liberation Tigers of Tamil Eelam (LTTE) are the authentic representatives of the Tamil people”. The cat is already out of the bag. In addition, the official website of the GTF clearly describes its mission as “To use all resources available to the Tamil Diaspora to establish the Tamil people’s right to self-determination and their right to re-establish their nationhood which was taken away by force from them by the succeeding colonial powers including the Sri Lankan government”. What better evidence that GTF is none other than a LTTE front? It is also said that The GTF is “furthering the cause for Provisional Transnational Government of Tamil Eelam” – a concept created by the New York based Ealam activist and the ex legal advisor to the LTTE, Visuvanathan Rudrakumaran. With the help of the United States Tamil Political Action Committee (USTPAC), Visuvanathan Rudrakumaran ans his Diaspora followers who maintain a close relationship with the US State Department officials, are trying to achieve their end goal of a separate state in Sri Lanka. What they seem to envision is a ‘Kosovo type” separate, independent and sovereign state for the 12% minority Tamils in the northern and eastern provinces of Sri Lanka, where 54% of the minority Tamils live in harmony with their Sinhalese majority districts outside the north and east of the nation. What GTF tries to accomplish in Sri Lanka is the establishment of a separate nation in the northern and eastern provinces which includes one third of the land mass and two thirds of the coastal belt. This is an achievement that now-defeated LTTE couldn’t accomplish for 26 years of bloodshed. Following is the statement released by Ganeshalingam, secretary general of the Global Tamil Forum: “The political journey of the Tamil community has never been a bed of roses. Yet, despite the road to our freedom being thorny and strewn with roadblocks, we have never failed to persevere”. Although the container is brand new, its contents are crystal clear. The separate state in Sri Lanka that could not be achieved with 30 years of violence is now being tried in a different frame work, funded by the same international Tamil Diaspora. These activities of the GTF to resurrect separatism in Sri Lanka also send a clear signal to the powerful Indian government as well. Sri Lana’s Tamil population is relatively very small compared to the millions of Tamils in Tamilnadu, the southern province of India, the real Tamil homeland. The question for both Sri Lankan and Indian governments is what would be what the long term goal of GTF? Is it only to have a separate State for the minority Tamils in Sri Lanka, or if they envision a greater Tamil homeland that includes the State of Tamil Nadu as well ?Waging a Proxy war in Sri LankaIt is interesting to note that some sections of the Tamil Diaspora who live comfortably in western countries, who enjoy a decent education and wealth , who strive to provide a world class education, health care facilities and other comforts to their own children, are trying to fund a terrorist front which in turn will manipulate those living in Sri Lanka. Brainwashing the poor rural youth of Sri Lanka’s Northern region to become armed cadres and suicide bombers was always the name of the game. Ultimately it is the local rural youth who were lectured and trained to take up arms will suffer the consequences and not their master who live comfortably in western countries. It is the innocent Tamil youth who are just trying to recover from the consequences of 30 years of bloodshed, that these blood hounds are trying to take for a ride again. While the puppeteers of the international Tamil Diaspora continue to use innocent Tamil youth in rural northern parts of Sri Lanka, Sri Lanka will need to provide solutions that are geared and viable to the Sri Lankans living in Sri Lanka. An overwhelmingly vast majority of Tamils in Sri Lanka do not envision a divided Sri Lanka. What they simply expect is a united Sri Lanka where they can live peacefully and respectfully with their Sinhala and Muslim brothers and sisters. In the post war Sri Lanka, this is exactly what seem to be happening. A long but promising journey began to re-settle them in areas where they once lived with business, agriculture and fishing. Schools and universities were renovated and quickly re-opened. Hospitals were staffed with adequate medical staff and supplies. Road blocks manned by the military were removed. Transportation lines were established. Roads that were neglected for decades were quick reconstructed and re-opened. Place of worship were also renovated and re-opened. Most of all, a breath of Freedom was in the air for both Tamils and on Tamils in the country. Ethnic harmony is taking a visible prominence.Western influence in post war Sri LankaAccording to a British foreign office spokesman, “The U.K. firmly believes that the only way to achieve lasting and equitable peace in Sri Lanka is through genuine national reconciliation. The U.K. will engage with all members of the Sri Lankan community who share this goal, whether overseas or in Sri Lanka. Foreign Office officials regularly meet members of the Sinhalese, Muslim and Tamil communities in the U.K. to discuss this and other developments in Sri Lanka.'' While GTF has openly declared its separatist motives and agenda, UK has opened up its own backyard to harbor separatism in Sri Lanka. This reminds me of the LTTE camps in Tamilnadu in the 80’s during the Indira Gandhi administration. Soon after LTTE assassinated her own son, then Indian prime minister Rajiv Gandhi. Didn’t Britain see the alarming similarities between GTF and LTTE ? Britain went to Iraq with its war ally United States to counter terrorism as it was Britain’s policy not to negotiate with terrorists. Did they not know that GTF is none other than just a front of the banned LTTE, whose ultimate goal is the same as of LTTE goal ? and if they are knowledgeable of the nature of the beast that they are dealing with, why do they openly flirt with them ? Why are they lending various type of support to these global separatists who have a clear political agenda to create a Kosovo-type separate state in Sri Lanka? Is the British government not aware of the motives and agenda of GTF ? How could they not ? In 2009 when the Sri Lankan military assault against the LTTE terrorist was on its peak, London police department had to allocate millions of pounds of additional funding to maintain law and order in London due to the Tamil demonstrators who pressured the Sri Lankan government to abandon its military offensive against LTTE, thus throw a life line to the terrorists who were on the verge of defeat. Is the British government not ware that the they are now harboring the same Tamil Diaspora who were once contributing to the LTTE to emerge as a strong terrorist organization comprising three armed wings ? When several successive elected Sri Lankan governments in the past attempted to militarily defeat the LTTE organization, it was the Tamil Diaspora that was in the forefront to disrupt such attempts by staging powerful demonstrations and rallies around the world, including many protests held in London. Then why on earth would the British foreign secretary called upon the Sri Lankan government to make constitutional changes aimed at power sharing ? The Global Tamil Forum (GTF) and its Ealam supporters are try to paint a picture to the world that they have received endorsement and blessing from the USA, UK, Norway, and many other European countries to create a separate a state in Sri Lanka. The livelihood of many Sri Lankan garment workers have been directly impacted with the announcement of the cancellation of GSP+ concession granted to clothing made in Sri Lanka. Does the British government still consider that Sri Lanka is one of its colonies ? During the 150 years of British colonial rule in Sri Lanka, how much of its wealth was looted by the British ? How many youth were massaged in Sri Lanka under the British colonial rule ? Wellassa massage in Sri Lanka is one of many examples. Wasn’t Sri Lanka’s self-sufficient economy totally converted into a dependant economy during this colonial era ? The direct support extended to the GTF by the British governments and certain US officials raises many red flags as to what the intentions of the west, by assisting any separatist movement that will inevitably destabilize an elected government. The Sri Lankan government had protested against Foreign Secretary Miliband 's decision to address the Tamil Diaspora gathering describing it as a pro LTTE organization that poses a ‘direct threat to the sovereignty and territorial integrity of Sri Lanka and lends credibility to an organization which is propagating the separatist agenda of the LTTE and his participation will slur the reputation of Britain’s support and commitment to counter terrorism.

COLOMBO, March 19 (Reuters) - Sri Lanka is hoping its love of cricket, the country's most popular game, will help rehabilitate children caught up in the island's bloody civil war with Tamil Tiger separatists.
Many Sri Lankan children have known little but war, which raged for 25 years before ending with a final push by government forces last May.
Sri Lankan authorities, backed by the International Cricket Council (ICC), the game's governing body, hope cricket will be able to help some of those children.
About 370 children are under government rehabilitation programmes to help them recover from the war. Some of them were trained by the Liberation Tigers of Tamil Eelam to fight against the military, while others were used as child labourers.
An ICC-commissioned Cricket for Change group has begun week-long training for some of those children, hoping to help them heal, teach them values like teamwork and restore them to normal lives, officials said.
"I like this. Now we have the freedom and time to engage in sports and education," one 15-year-old, who identified himself as Dharmarathnam, told Reuters.
He said he had repaired diesel engines for the Tamil Tigers and had lived in their de facto capital, Kilinochchi.
Eighteen former combatants are among 24 children who have already graduated from the Cricket for Change programme after a week's training, officials said.
Standing in the international stadium in Colmbo where the Sri Lankan national team plays, Dharmarathnam and other children were dressed in white and blue outfits instead of the green-striped uniforms many of them had been forced to wear by the rebels.
"We are using the power of sport through this great partnership to reach out to vulnerable children and help them realise their full potential," said Philippe Duamelle, Sri Lanka's representative of the United Nations children's agency, UNICEF.

Stating that Sri Lankan wildlife is a 'major highlight', they refer to the availability of elephants and leopards, making a special reference to the Pinnawala Elephant Sanctuary. Pinnawala is now the largest herd in captivity with 65 elephants. It opened with seven elephants in 1975.
They also comment on the 'lovely food' and point out, 'if anyone wants to taste spicy curry then, definitely, Sri Lanka is the place to go'.

The Cabinet has not met as scheduled yesterday, instead a special media briefing was held at the Government Information Department this morning where Ministers G.L. Peris and Dallas Alahapperuma expressed their views.
Addressing the media, Transport Minister Dallas Alahapperuma said that it was not so important as to how Channel 4 had obtained the information claimed to have been smuggled out of the place where Former Army chief General (retired) Sarath Fonseka is under detention. The important fact was the way Fonseka had misused certain facilities provided him on humanitarian grounds by the President.
This in itself raises another question of breach of discipline on the part of the former Army commander,” said the Minister.
Channel 4 championed Prabhakaran as the hero of the Tamils during the war. But it is sad to note that the same Channel 4 is now portraying Sarath Fonseka as the hero of the Sinhalese, stated Minister Alahapperuma. He asked what the stance of the Janatha Vimukthi Peramuna (JVP) was on this sorry situation.
Enterprise Development, Industrial Policy Investment Promotion Minister Professor G.L. Peiris said that an organization, the International Crisis Group (ICG) has published an unfavourable report on Sri Lanka and its human rights situation.
That was to be expected as the two members of the ICG who were the main architects of the report were none other than Louise Arbour who was the former UN High Commissioner for Human Rights, and the other member being Gareth Evans, a former Foreign Affairs Minister of Australia.

General Sarath Fonseka is attempting to internationalize domestic issues and has displayed his disloyalty to the country by secretly dispatching a letter to the United Kingdom based Channel 4 television station which has been supporting the LTTE terrorists for over a long period, Minister Dullas Alahapperuma said.
Addressing the Cabinet media briefing yesterday. Minister Alahapperuma said General Fonseka has sent this letter in his own handwriting.
In the letter General Fonseka has said that he is not provided with hot water or air-condition facilities.
In addition he has drawn a sketch of the building where is detained.
“General Fonseka must be the first person demanding such facilities in the world while in detention,” Minister Alahapperuma added.
However, the Government has taken every possible step to provide maximum facilities considering his former position, Minister Alahapperuma added.
Further he said that Channel 4 was sympathetic towards the LTTE over a long period and General Fonseka has sent a letter to that particular channel. In addition, the Minister questioned as to how a detained person can have such freedom to send letters. This incident brings to the fore the whole question of General Sarath Fonseka’s loyalty.
The Minister said Channel 4 continuously made baseless allegations against the Security Forces and against the Sri Lankan Government. When the Sencholai Tiger base was air raided Channel 4 pointed out that it was a school. In addition Channel 4 made serious allegations that the Lankan Security Forces shot surrendering LTTE carders. There is absolutely no truth in such allegations made via video footage and other means .
That is a deliberate and sinister attempt to prevent the reconciliation process that is taking place now to heal the wounds of the past and rebuild the country.

Former Army Commander General Sarath Fonseka told Channel 4 News from his prison cell that he is being set up, and claims the charges he faces in a military court are bogus.
The former Army Commander, who is facing two separate courts martial in Colombo, told Channel 4 News that he has been set up and that the charges he is facing are bogus. His handwritten answers were smuggled out of the Naval Headquarters, where General Fonseka is being held.
“None of the accusations are true,” said the General, who retired from the army to run in presidential elections against the incumbent, Mahinda Rajapaksa.
General Fonseka lost the January election by 1.8 million votes and was arrested last month and charged with corruption and engaging in politics while in uniform.
“He is jealous of me as I got more votes than him although he rigged he knows that I can challenge him (sic),” the General wrote, adding that he believed he was being held illegally and that his life remains at risk.
The former army chief appeared before a military court on Tuesday.
His court martial on charges of engaging in politics while still in the army was adjourned until April 6, 2010. Today one of the General’s lawyers said he “is not either pleading guilty or not guilty because the court has no power to hear and try these charges.”
They say that he retired from the army in July last year and could not therefore be arrested under military law.
Interviewed by Channel 4 News, the General’s wife, Anoma Fonseka, said the victory over the Liberation Tigers of Tamil Eelam was made possible by the relationship between her husband and the President. “Without their friendship they couldn’t have won the war,” she said.
Mrs. Fonseka denied that the General was intending to launch a coup d’etat against his former friend. Asked whether she was living in fear for her life she replied: “Actually, not my life, but my husband’s life, yes. I am very scared for him.” - Jonathan Miller for Channel 4

At present, hundreds and thousands of people go on pilgrimage to Nagadeepa. When they return, they tell us that they never though it possible to make this journey. Not only Nagadeepa, our Tamil brothers in Colombo tell us the same thing when they come back from Nallur Kovil.
President Rajapaksa made these statements after unveiling the pinnacle of the newly constructed cetiya at Sri Anandaramaya in Maha Heenatiyangala village in Kalutara South yesterday (March 16).
This cetiya was constructed in a very short period of 90 days.
This is the message we need to give the world. We were labeled as a lazy community. Those who went behind imperialists did not make any effort to remove this label. Instead, they promoted it, the President further stated.
Our development policies were not formulated setting infrastructure development as the main priority. We gave priority to moral values as well. This is because we are building this country for our future generation to live in peace. We are not ready to show just the buildings as proof of development, President Rajapaksa added.
We consider a country to be developed when its people respect their parents and elders, practice their religion, do not attack each other and live in peace and harmony with all communities, he stressed adding that the government does not work for the country considering political allegiances.
We achieved a huge victory by freeing this nation of terrorism. This was achieved due to the discipline and patience taught to us by our religion. This victory thus has a historic past, he said further.
We have never been a society which suppressed one another but a society which values peace and harmony. Let us all join to rebuild this peace and live as one nation, President Rajapaksa stressed.

The second Court Martial assembled at the Navy Headquarters yesterday morning to hear charges of alleged contravention of military procurement procedures against General Sarath Fonseka unanimously decided to adjourn its sittings and refer the composition of the tribunal to convening authorities.
The tribunal, considering submissions maintained that although the provisions in the Army Act empower same members of one Court Martial to sit for another tribunal for the same accused, provided alleged prosecuting charges are of different nature, it prefers to be reconvened for the sake of maintaining high degree of transparency and unprejudiced nature.
The sittings were therefore adjourned.

Defence Secretary Gotabaya Rajapaksa has emphasized that they will leave no room for the liberated country to be betrayed or for terrorism to raise its head again.
The Defence Secretary recalled that TNA Parliamentarians told in Parliament that they recognized Eelam and their leader was Prabhakaran. Former Army Commander and defeated presidential candidate General (retd) Sarath Fonseka will face a Court martial today, at Navy Headquarters, on three charges including that of participating in politics while in office.
Today’s court martial would be the first ever military trial against an officer of the highest rank in the history of the Sri Lanka Army.
A three-member tribunal comprising Majors General named by President Mahinda Rajapaksa, on the instructions of the Army Commander Lt. Gen. Jagath Jayasuriya would try the ex-army chief at a special Court to be set up at the Navy Headquarters.
General Fonseka is entitled to retain lawyers of his choice.
Another trial on four charges, including that of violating military procurement procedures, would commence tomorrow (17).
The Court Martial is held in accordance with the Sections 124 (1), 102 and 109 of the Army Act.

National Freedom Front Leader Wimal Weerawansa yesterday charged that US State Department’s Human Rights report on Sri Lanka has been presented with malicious intent.
Addressing a Media Conference in Colombo yesterday he observed that the wrath of the Western forces are progressively being directed on Sri Lanka with the liquidation of LTTE leader Velupillai Prabhakaran adding that all allegations against Sri Lanka were based on hearsay and were not factual.
He said the report earlier identified Sri Lanka as a state under Sinhala majoritarian rule but its 2009 report describes it as being under the domination of the Rajapaksa family. The NFF leader said it is clearly evident that the human rights violation charges in the Human Rights report had been directed at the Rajapaksa brothers and this showed their true intentions vis-a-vis the Rajapaksas and the present Government.
Weerawansa said the information supplied by the US Embassy in Sri Lanka had been included in the final report by Robert Blake but the report does not include the attempts made by the LTTE to divide the country.
He said the report without mentioning the circumstances under which a war had to be waged in the country had taken the war in isolation to paint a negative picture to the world noting that the direct reference made to the Rajapaksa family in the report was a clear demonstration of the hate towards them.
The NFF leader said this matter should not be taken lightly since it was clear that there are vicious forces both local and foreign arrayed against the Government who resisted the attempts of international forces to realize their agendas.
He said the people of the country without doubt would realise the existing situation and give these sinister forces a fitting reply by returning the Government with a two thirds majority in Parliament.

Many had to accept despite the fact that living a free life was not on the LTTE's agenda. These children were born with the war; they lived with the war and never exposed to normal society. So they were easily moulded to carry out the LTTE's desire and unknowingly victimized in the brutal and repressive regime of LTTE.
Children's role
Child recruitment was intensified during final stages of the battle and the LTTE forcefully recruited thousands of children to bolster its strength. "We used to go to school, but during the final months of the war we were always in hiding. If the LTTE found out that we were at home they would catch us. They gave very little training and deployed us as LTTE fighters. They were very harsh on us and punished us for the slightest delay or mistake" said a child, who was formally associated with the combatant group, now studying at Hindu College Ratmalana told defence.lk.
Many children in the Vanni had to face this tragedy, except the children of the LTTE leadership who were privileged to enjoy a luxurious lifestyle with good education abroad. However, other children in the Vanni were forcibly dragged and utilized for LTTE's interests. They were given weapons and a capsule of cyanide instead of toys. They spent their childhood in a fabricated world of violence presented to them. That was far more convenient for the LTTE leadership since these poor little children had not seen the world beyond their boundaries from birth, and were unknowingly victimized in the process of LTTE's brutality, even to the extent of committing suicide for the interests of the organization.
Government's concern
During the latter stages of humanitarian operations, the security forces showed innocent civilians the way to escape from the LTTE and time to time rescued them from the clutches of LTTE. The numbers were counted in thousands, at the end of the humanitarian operations in May 2009 when the government troops achieved a record by carrying out the biggest humanitarian mission ever in the world history to rescue almost 300,000 civilians from the most ruthless terror organization.
The government successfully managed to accommodate these huge numbers of IDPs (Internally Displaced Persons) in several IDP relief centres in the North and the East, catering to their basic requirements and other necessities until they are safely resettled in their native places.
Meanwhile, the government of Sri Lanka identified the even greater importance of retraining and rehabilitating the children, formerly associated with the LTTE. As a result the government officials, especially from the Ministry of Justice have launched several programmes under the Commissioner General of Rehabilitation for the purpose.

www.defence.lk">It seems to be a paradise for a set of children who lost their childhood in the hands of terrorist combatants and in desperate need of love and attention to be groomed as good citizens in the country. The government, by providing equal education opportunities to all school children, has granted hundreds of children who had been former combatants a free education, and provided all facilities to study in Colombo too.
Initially 273 children were enrolled to the school last year, in classes from year 9 to year 13, and provided with a promising support package including food, accommodation, uniforms, other civil attire etc.
Today, they study all subjects on the regular school curriculum like other students, and are happy to study in a peaceful environment at the school. 84 students among them sat the G.C.E O/L Examination in December last year and another 83 students expect to sit the examination at the end of this year. www.defence.lk">
The specially trained staff attached to the school is engaged in a genuine process of retraining and rehabilitating these children, carefully unwrapping their past experiences and bring forth the real child within them.
The school has arranged many events for these children to see the world beyond their boundaries. They have taken them to places where they have ever known before, such as the Zoo, Children's Park, big shopping malls, MacDonald's etc. For the first time the children saw a Santa Claus during last Christmas. "It was so amazing, the Santa gave us presents, we danced, we sang songs, and we enjoyed ourselves very much" one child recalled.

We made friends. How nice it is. We would never have believed these things were possible before we came to Colombo." Another child marvelled.
It is quite interesting to see how they learn to live a social life extracting good values apart from the school subjects. This is being gradually inculcated with utmost caring. Now they know how to dress, talk, maintain personal hygiene as others who were not deprived of childhood do, and above all they know how to live like children. This is the objective behind the programme to give them back their lives and to raise them with a new hope of living in a societywww.defence.lk"> built on freedom. The effort made by the government in this regard is remarkable and will surely help large numbers of children who were associated with the former combatant group, enabling them to face future the world without fear.
Finally, when asked "what do you have to say to the world on this new life?" many came up and said "Please no more fighting, we had enough. What we want is to be safe and free from violent groups and a good life of this kind and to live in friendship with others in this beautiful country."
This gives us a clear message; all they need is freedom and a supporting hand to have a good life. Now the freedom is already being restored, while the government providing them with a strong hand, other interested parties and charity organizations can intervene in the process of fulfilling their expectations.

Despite various negative views put forward by certain parties with vested interests, Sri Lanka's economy is witnessing one of its most stable periods ever, they said. According to them The New York Times has listed Sri Lanka as a top tourist destination in the world in its January issue.
Meanwhile, the American Chamber of Commerce has placed special attention on the benefits of investments in Sri Lanka's tourist industry. Based on this perspective it is hoped that Sri Lanka too will achieve a target of an annual 2.5 million tourists by 2016. Compared to statistics of 2002, in which 22.7 percent families were below the poverty line, 2009 saw it this brought down to a level as low as 15.2 percent.
This is a good indicator to show the standards of Sri Lanka's socio-economic conditions have improved.
The period 2008-2009 saw a downfall in foreign deposits in Sri Lanka. In the last quarter this figure has risen to US$ 5.2 billion, with Sri Lanka's Balance of Payments showing a positive turn around the first time reaching the figure of $2.7 billion.
Despite the world recession between 2007 to 2009, Sri Lanka's economy was relatively spared of its effects due to the strict and meticulous economic policies followed. Professor Ranjith Bandara said that the yet unreleased report would have a figure of an approximate 3.5 percent economic growth.
Sri Lanka's loan to GDP ratio is just 8.6, with many developed countries showing a much higher figure, specially the USA at 9.0. Despite high unemployment rates in many developed countries, Sri Lanka's unemployment rate rose only from 5.2 percent in 2008 to 5.8 percent in the last quarter of 2009.
The share market, which could be pointed out as the best instrument to measure a country's investments, is rapidly growing, with potential investors increasing steadily. Sri Lanka's Gini Coefficient has a value of 0.41, the lowest in South Asia. The Gini Coefficient is a measure of the distribution of income.
The specialists attributed this positive trend to the new economic policy adopted in 2005, a 'balanced policy' which aims at making Sri Lanka's economy both independent and up-to-date.

The President was speaking at the opening of the maritime archaeological museum established at the Dutch warehouse in the Galle Fort Premises under the Galle Fort Conservation project which was funded by the Netherlands Government.
The President added that politicians should have an in depth knowledge of the history of their area and the country at large.
The Netherlands Government has provided Rs. 160 million to rehabilitate the Dutch warehouse where artifacts found in ships sunk in and around the Galle harbour are to be placed for public display.
President Rajapaksa said there was an era that the people lost a part of this country and became the tenants in their own Motherland with the removal of history as a subject from the school curriculum.
The younger generation should learn humanity, values and virtues and the country’s rich culture through history, he said.
The President added that the country was on the verge of being divided after the people lacked knowledge of their country’s proud history.
The Government has ended an era in which people in various communities fought each other. There are a number of betrayals recorded in the country’s history and all these betrayal ended in tragedy and the people had to suffer, he said.
The Sinhalese Kings never abandoned the task that his predecessor could not fulfil during his tenure in office. The successor following the footsteps of his predecessor accomplished the task.
People’s preference for imported goods over local ones should be changed, he said. President Rajapaksa said schoolchildren, teachers and the public can get an idea about the relations Sri Lanka has developed with foreign countries through the maritime archaeological museum.

Indian Foreign Secretary Nirupama Rao who met President Mahinda Rajapaksa at Janadhipathi Mandiraya yesterday congratulated the President for his resounding victory at the recent Presidential Election. She observed that so much had taken place for the better in Sri Lanka since she was last here as High Commissioner.
She said the President’s victory gave much cause for confidence and hope for bi-lateral relations between India and Sri Lanka in the future.
The Indian Prime Minister looked forward to an early visit by President Rajapaksa to India, she said.
Discussing current political developments in Sri Lanka, she said, the presence of more than 1,000 candidates for the forthcoming general election and the North and Eastern Provinces alone showed the enthusiasm of the people for the democratic process, and the change that had taken place with the restoration of peace.
The Indian Foreign Secretary also participated at the opening of the Sri Lanka-India Centre of English Language Training (SLICELT) at Peradeniya yesterday. President Rajapaksa thanked India for the assistance given to the furtherance of his policy of providing English as a life skill to Sri Lankan youth.
Rao also said the participation of more than 3,000 pilgrims from India at the recent feast at the St. Anthony Shrine in Kachchativu was a further indication of the good interaction between the Sri Lankan and Indian people.
Commenting on the April 8 general election, President Rajapaksa said there was much enthusiasm by the people to participate in it, being the first nationwide election of representatives to Parliament after the restoration of peace.
“He was looking forward to working with the many new faces and leaders who are expected to be elected, especially from the North and the East,”he added.
The Indian Foreign Secretary was of the view that Sri Lanka had made considerable success on resettling IDPs in the North and the East, with the number now standing at less than 70,000, and noted that this issue had now gone away from the attention of the international community.
She expressed India’s willingness to continue assisting Sri Lanka in the resettlement of the IDPs. Similarly, India was also keen to assist in the complete restoration of the railway line in the North, she said.
Among other matters of mutual interest discussed were that of the problems faced by fisherman from both counties, the proposed coal powered power project in Trincomalee and the necessity for understanding between India and Sri Lanka on the protection of the environment and the eco-systems. President Rajapaksa later hosted Foreign Secretary Nirupama Rao to lunch at Janadhipathi Manidiraya. She was accompanied by Indian High Commissioner in Sri Lanka Ashok Kantha. President Rajapaksa was accompanied in the cordial discussions by Secretary to the President Lalith Weeratunga, Foreign Affairs Secretary Romesh Jayasinghe and Central Bank Governor Ajith Nivard Cabraal.
