Panel report is not a "UN report" says Russia



The report prepared by the panel of experts, appointed by the UN Secretary General on accountability issues relating to alleged violations of international human rights and humanitarian law in Sri Lanka during the last phase of the humanitarian operations is not a UN report, said Ambassador of the Russian Federation to Sri Lanka H.E. Valdimir P.Mikhaylov.
The Ambassador said "we speak not about a 'UN report', since it was prepared neither by a UN body or nor even by its request. It was just a personal initiative of the UN Secretary General". He further said that, we should be more precise in definitions not to mislead public.
The Ambassador gave these remarks when speaking at a press briefing held at the Ministry of Defence, today (20 April).
He went on to say that the Russia's position on the matter was made public by the Ministry of Foreign Affairs of the Russian Federation in its press statement on June 24, 2010.
The Ambassador quoted some of the important points of the press release.
Moreover, the Ambassador said "Unfortunately it seems that the panel of experts went beyond its task, at least as it had been made known to our representatives of New York".
Finally, the Ambassador concluded saying "we believe that now, when Sri Lanka healing its wounds after long armed conflict, the UN may render its assistance, if needed, and not to complicate the process of reconciliation. Our representative to the UN in New York recently reconfirmed this position".
