Attorney General Mr. Mohan Peiris addressing the general debate of the 15th Session of the UN Human Rights Council has stated within the past one year, among many other achievements, Sri Lanka has scaled-down legislative provisions under the Emergency Regulations, re-settled more than 90% of the IDPs, continue to re-build basic infrastructure in the conflict-affected areas,
rehabilitated a total of 667 former child combatants and reunited them with their families, established a Commission on Lessons Learnt and Reconciliation, improved security and mobility of people within the country, and accelerated the country’s economic growth, thereby vastly improving the economic, social, civil and political conditions of all Sri Lankans. These achievements, he has pointed out must be appreciated and acknowledged in any serious and constructive critique of Sri Lanka’s post-conflict developments. He has also said that under a Presidential directive, Sri Lanka has appointed a Cabinet sub-committee assisted by him was appointed to formulate a draft National Action Plan for the Promotion and Protection of Human Rights and make recommendations to the Cabinet. Referring to the “Commission on Lessons Learnt and Reconciliation”, Mr. Peiris has said the Commission traveled to some of the areas in the north which were conflict ridden, including IDP and detention centres to facilitate people there to testify, and witnesses have come forward from these areas to testify before the Commission, and such visits would be extended to other areas in the north and east.The Attorney General has also said that the 18th Amendment to the Constitution just enacted with an overwhelming majority establishes an extremely workable Parliamentary Council and the process of appointing members to the Human Rights Commission, Public Service Commission, National Police Commission and the Commission on Bribery and Corruption has been simplified, and these Commissions would be set up in terms of the Paris Principles(niz).
