Prabhakaran’s successor, T. S. Pathmanathan or simply ‘KP’ as he is better known has thrown his weight behind Sri Lanka’s post-LTTE efforts to restore peace in the Northern and Eastern provinces.
In an exclusive interview with The Island in Colombo yesterday, Pathmanathan, former confidant of the slain LTTE leader Velupillai Prabhakaran and the outfit’s main arms procurer, discussed a wide range of issues, including his capture last August, breakdown of various attempts to negotiate peace and a desperate bid to thwart annihilation of the LTTE‘s military leadership in May 2009.
Pathmanathan, in a light brown kurta, black slacks and matching shoes could have easily walked the streets of the city without being identified as one of the key LTTE leaders, who had helped build the organisation as a ruthlessly efficient terrorist group over the past three decades. He sat on a couch asking the writer to fire away in what turned out to be a three-hour interview in which he spelt out his plans in support of on-going rebuilding efforts of the government.
The onetime most elusive man from Jaffna said he was confident that a group of likeminded Tamils based in various parts of the world would support the initiative for the benefit of Sri Lankan Tamils.
Fielding questions with a smile, KP said what he expected of the Tamil Diaspora and what the Diaspora expected of him was to step up the rehabilitation, reconstruction and resettlement programmes now underway.
Born on April 6, 1955, KP had played different roles before succeeding Velupillai Prabhakaran after the latter’s death at the hands of the Sri Lanka Army on the banks of the Nanthikadal lagoon in May last year.
Excerpts of the interview:
Q: Are you confident that the Tamil Diaspora could work with President Mahinda Rajapaksa’s government?
A: President Rajapaksa is genuine in his efforts to settle differences among communities and help re-build war devastated regions in the Northern and Eastern Provinces. Within a year of the conclusion of the war, the majority of the people displaced by the conflict are back at their villages and ex-combatants of the LTTE are undergoing rehabilitation and the international community, too, is supportive of Sri Lanka’s efforts. None of these would have been possible without the political leadership given by President Rajapaksa.
KP said it was essential for the Tamil Diaspora to realise the ground reality in a post-LTTE era and review its strategy to meet the new challenges. He said he had stepped in as he felt there was a leadership vacuum to be filled. Emphasising his determination to go ahead with what he called a tangible action plan, the LTTE veteran said everybody should have come forward and assist in the rebuilding efforts without trying to live in the past. The media should play a positive role in the post-LTTE period and strengthen the ongoing reconciliation efforts. Nothing could be as bad as negative reporting, though no one would dispute the right of the media to cover any issue the way it deemed fit, KP said. However, he said their focus should be on development and peace building efforts such as rebuilding, speedy resettlement of the war displaced and rehabilitation of ex-combatants.
Q: You recently set up an NGO to collect money from the Tamil Diaspora to help the re-building process. Would the Diaspora respond to your move as there were others who claimed to represent the interests of the LTTE?
A: The North-East Rehabilitation and Development Organisation (NERDO) is ready to play a key role in the rehabilitation, reconstruction and resettlement processes. With its main office situated at No 10, 1st Lane, Kathiresu Road, Vairavaputiyankulam, Vavuniya, NERDO is engaged in various activities in support of the Tami speaking people. We are only concerned about the welfare of the people, particularly children, though some seek fresh funding to cause mayhem. People are fed up with war and every effort should be made to alleviate the suffering of the people without playing politics with a purely humanitarian issue. We are appealing for funds - -$1 from each Tamil living abroad on a monthly basis. Q: What was the turning point in the eelam war IV?
A: Multi-pronged Al-Qaeda 9/11 attack on the US changed it all. Within 24 hours, the international community led by Western powers moved against all armed groups causing immense damage to our operations. There are many other factors, but the primary reason is nothing but the rapid rise of Al-Qaeda, which prompted the West to change its attitude. This brought about a drastic change in the attitude of political leaders in the other parts of the world. Circumstances made propagation of separatist sentiments extremely difficult in many parts of the world. Unfortunately, an influential section of the LTTE, including its leader Velupillai Prabhakaran did not realize the urgent need to change its strategy. Had he done that the situation would have been different today. There is a New World Order today, which does not tolerate armed campaigns and that is the hard reality.
Q: Are you satisfied with the progress in resettlement and reconstruction following the conclusion of war in May last year?
A: The situation is much better than I expected. Although, there is lot to be done by way of confidence building, we should appreciate what the government has done since the conclusion of the war. The Tamil community should not solely depend on the government, UN agencies and NGOs for their needs. We have a duty by the people to act swiftly and decisively to bring immediate relief to war affected people. During a recent visit to the North, we had an opportunity to provide immediate assistance to several hundreds of GCE (Advanced Level) students sitting for the forthcoming examination. No one would have believed a common programme involving the Tamil Diaspora and the government was possible, but today we are cooperating with the government and working for the people. We are already receiving requests for assistance from the Tamil community, a case in point being that two school principals recently obtained financial assistance for students who needed to pay for examination papers at term tests.
Now that the war is over, we can go flat out to implement development programmes. Recently, we donated Rs. 500,000 for the provision of buns and tea for the Advanced Level students at the Sundaralingham Tamil Maha Vidyalaya, Vavuniya, sitting for examination in August.
Q: When did you first hear of LTTE leader Velupillai Prabhakaran’s death on the Vanni front? Where were you at the time of the final battle?
A: I was abroad when I first heard of Prabhakaran’s death on May 19. The international press reported the final confrontation, though some continued to dispute the fact. I was Prabhakaran’s best friend and felt sad about the loss of his life. Had he listened to me and reached an agreement with the government before it was too late, the final battle could have been avoided. The LTTE suffered a massive setback on May 10 on the Vanni (east) front, where some 400 experienced cadres perished while trying to break the army lines. Following that tragedy, I discussed with the then political chief Nadesan a way out of the quagmire. But unfortunately they believed the army could be somehow forced to stop the offensive and a deal worked out through a third party. We also talked to various people and organizations, including the UN in a bid to work out some arrangement but nothing happened due to the failure on the part of Prabhakaran to make his move earlier.
Q: When did you first leave Sri Lanka? When did you last visit Sri Lanka before being taken in abroad shortly after the end of war?
A: I fled to India with Prabhakaran in 1980. The military searched for me and arrested me forcing me to think of my future. Intensified military activity demoralized the community. When the pressure was mounting, we took a boat from Valvettiturai and sought refuge in India. At that time crossing the Indo-Lanka maritime boundary was no problem. The then TULF leader A. Amirthalingham introduced me to Prabhakaran in mid 70s, most probably in 1976 and since then we worked together. At that time TELO and the LTTE were the dominant militant groups and they worked with the Jaffna-based political leadership for the eelam project. I studied at Mahajana College, Jaffna but gave up University education to fight for our rights, which we believed were violated by successive governments. But today we are in a unique position to bring about a permanent peace in not only Northern and Eastern Provinces but the entire country.
Following the then Jaffna Mayor Alfred Duraiappah’s killing by Prabhakaran, the decision makers of the politico-militant movement at that time had removed Prabhakaran from the outfit. When he came to me, I was just an Advanced Level student, though I had to accommodate him in my room. There had been moves to kill him by some individuals, including the then TELO leader Thangadurai.

Sri Lanka government says that major part of the Tamil Diaspora is now pleased with the government’s activities relating to improvement of the living standards of the Tamil people in the Northern and Eastern Provinces following liberating the Tamils from the shackles of the jackboots of the Pirabaharan.
Government spokesman Media and Information Minister Keheliya Rambukwella said that Tamil Diaspora is now divided into two groupsand the people who were forced to help terrorist activities financially are now willing to contribute to the welfare of theirbrethrens in the North and East. Referring to Kumaran Pathmanathan alias KP, the Minister said that he was the person who was responsible for raising funds for the purchase of military material for the terrorist outfit “he too (referring to KP )has realized the past follies and has joined the group who is willing to help in the development activities.” Said Mr. Rambukwella.Mr. Rambukwella explained that the prevailing Laws allow that the government can enlist any person as a “crown witness” in the interestof the country and give protection in the best interest of the country and for the country’s progress.

LTTE's former strong hold Kilinochchi where many firce battles were fought against security forces becomes a more conducive centre for the people in the North. It has now become an economic hub too.
With the development of infrastructure including the road network, power and drinking water, Kilinochchi has also transformed into a commercial centre for producers as well as consumers of the North and South.
The Ambaalkulam Public market in Kilinochchi and the fair premises are now flooded with traders as well as consumers.
The government has expedited the construction of the Ambaalkulam trade centre to provide more facilities to its stakeholders.
Parliamentarians Kanaka Herath and Eric Weerawardena recently inspected its activities. Kilinochchi is becoming a live concept in the aspiration for a new Sri Lanka devoid of terrorist threats.

Professor G.L. Peiris, Minister of External Affairs, and Mr. Basil Rajapaksa, Minister of Economic Development were received in Tokyo by Ambassador Yasushi Akashi, representative of the Government of Japan on Peace Building, Rehabilitation and Reconstruction in Sri Lanka.
The Ministers explained in depth to Ambassador Akashi current developments in Sri Lanka with regard to the resettlement of internally displaced persons, the rebuilding of infrastructure and the restoration of livelihoods, the repeal of Emergency Regulations with the return of normalcy to the country, the appointment by President Mahinda Rajapaksa of the Commission on Lessons Learnt and Reconciliation, the discussions between the Government and other political parties and initiatives directed towards constitutional reform.
Ambassador Akashi assured the Ministers about Japan's continuing support for the rebuilding of Sri Lanka's economy in the post conflict situation. He appreciated the detailed briefing he received from the Ministers.
Ministers Professor Peiris and Mr. Basil Rajapaksa also met with Mr. Akira Kanai, Chairman of the Japan Association of Travel Agents (JATA) and members of the Board of JATA to discuss modalities for creating greater awareness in Japan about the significantly enhanced opportunities for tourism in the new situation in Sri Lanka.
Ministers G.L. Peiris and Basil Rajapaksa also held detailed discussions with Mr. Yutaka Banno, Member of the House of Representatives, and members of the ruling party, the Democratic Party of Japan at the Head Office of the Party.

The police and security forces have so far identified 737 hardcore terrorists among 11,686 LTTE cadres who surrendered. They are being held separately from others undergoing rehabilitation at different government-run centres.
A senior military official said on Monday (July 26) that those involved in major terrorist attacks would have to be legally dealt with. He said hardcore terrorists could not be released along with ordinary LTTE combatants, as they could pose a security threat. Brigadier Sudantha Ranasinghe, Commissioner General of Rehabilitation said that the 737 ex-LTTE personnel were among 7,948 persons held by authorities. He said that they were all men. Asked by The Island whether among the detained terrorists were Yogiratnam Yogi, one-time LTTE negotiator and Balakumaran of the EROS, who threw his weight behind Velupillai Prabhakaran, Brig. Ranasinghe said that he did not have them.
After the conclusion of the war in May last year, the military with the support of the police questioned surrendered LTTE cadres to establish their involvement in terrorist operations. Senior police officials said that they had an opportunity to use LTTE informants to identify hardcore terrorists taking cover among civilians. They said that terrorists had fled their frontline positions as the army advanced into their territory and sought refuge in the government-held area. They said a sizeable group among them had voluntarily accepted their involvement, while others made an attempt to secure IDP status.
Rehabilitation and Law Reforms Minister Dew Gunasekera told The Island that there were two categories of LTTE cadres in government custody. He said: "There are about 600 to 700 men and women arrested over a period of time by successive governments. Among them are persons held in connection with high profile assassination bids targeting VIPs. The second category comprises those, who were taken in during the final phase of Eelam war IV."
Minister Gunasekera said that they would make every effort to expedite cases of those held on terrorism charges. Acknowledging the difficult task ahead, he said that Tamil political parties continued to take up the issue regularly in Parliament.
Defence Secretary Gotabhaya Rajapaksa recently told The Island that a section of the international community constantly raised the issue to step up pressure on the government. Referring to ongoing efforts to rehabilitate LTTE combatants and resettle the war displaced, Defence Secretary Rajapaksa said that those involved in serious incidents had to be prosecuted.
Government sources said that the International Organisation for Migration was involved in their programme to rehabilitate LTTE cadres. A spokesperson for IOM told The Island: "We were requested by the Government of Sri Lanka to support its efforts towards implementing programmes to integrating former LTTE/TMVP cadres into civilian life in both the Eastern and Northern Provinces. We do so through the implementation of direct support programmes to former LTTE/TMVP cadres as well as the provision of technical assistance to the Commissioner General for Rehabilitation (CGR)."

The remittances received last year from Sri Lankan expatriates topped country’s foreign exchange earnings and amounted to Rs. 382 Billion. The Minister of Youth Affairs Mr. Dallas Alahapperuma has said that measures will be taken to double this amount and increase it to Rs. 764 Billion this year.
Addressing a function held in Colombo in connection with handing overof appointment letters to 25 lecturers selected for Technical Collegeswhich conduct grade 5 and 6 Technical Diploma Courses, and covers the9 provinces in the country, the Minister said that most of the SriLankans employed overseas are in Middle East countries in vocationssuch as housemaid and housekeeping services which provide lesssalaries. Only 25.5% of the overseas employed at present are workingas skilled employees.Under-skilled employees account for 2.6%. This 72% of overseasemployed working in unskilled categories. The Minister said thatevery effort will be made to increase the skilled overseas employedpersons to 50%, which could easily increase the amount of remittancesto Rs. 764 billion. He said that this could be achieved by improvingthe capacity of technical education which is not an unachievable task. (niz).

Brigadier Sudantha Ranasinghe, Commissioner General of Rehabilitation says LTTE cadres are being gradually released from government centres following rehabilitation in the Northern and Eastern Provinces.
Brig. Ranasinghe, who succeeded Major General Daya Ratnayake, says their work is on track thereby allowing small groups of LTTE cadres to rejoin their families every month.
In a brief interview with The Island, Brig. Ranasinghe said that 7,948 ex-combatants, including about 1,100 females were still undergoing rehabilitation. According to him, of the 1,100 females, about 700 are now working in the garment trade. About 400 are being trained as Montessori teachers (120). Others are learning English (100), IT (60) and drama 'therapy' (60).
Brig. Ranasinghe said that garment workers received Rs 12,000 plus per month along with food, medical facilities and accommodation. An effort was being made to explore the possibility of securing the help and expertise of the British Council to teach English. The Montessori course, he said, would commence in the first week of August, while the remaining three programmes were already in progress. He appreciated versatile actress of international repute Anoja Weerasinghe's support for a drama 'therapy' programme.
At the conclusion of the war in May last year, military-run detention facilities held 11,686 LTTE cadres, including members of the suicide squad and elite fighting formations such as the Charles Anthony 'Brigade'.
Responding to criticism that the international community had not been given access to ex-combatants, Brig. Ranasinghe said that their families were regularly allowed to visit them. Family visits had begun several months back, he said adding that the government spent as much as Rs. 100 million a month to run the rehabilitation programme.
Brig. Ranasinghe said that the International Organisation for Migration (IOM) had facilitated their efforts by providing transport and profiling of LTTE cadres.
Former Justice and Law Reforms Minister Milinda Moragoda was able to involve the international community, local business community as well as the Hindu Congress in the rehabilitation process.
Brig. Ranasinghe said that it would be only a matter of time before they could complete the rehabilitation process.
The remaining LTTE cadres were held at 12 centres situated in Jaffna (1), Batticaloa (3) and Vavuniya (8). Of the eight centres in Vavuniya, two are exclusively for females.
Asked whether the ICRC was allowed to visit detention facilities, Brig. Ranasinghe said that question should be posed to the Defence Ministry. He reiterated that families and relatives were allowed to visit those undergoing rehabilitation.
At the beginning of the rehabilitation programme there had been over 20 holding facilities, he said.

Terrorism by nature thrives on the vulnerabilities of democratic States and lacuna in international law. Much of the rules of war and norms are based on the presumption that the parties to the conflict are conventional armies of responsible States, but terrorists totally disregard these laws and principles, External Affairs Deputy Minister Gitanjana Gunawardena said. The Deputy Minister was addressing the 17th ASEAN Regional Forum (ARF) in Hanoi.
He said Sri Lanka has successfully defeated one of the most ruthless terrorist organizations known in contemporary history, through a humanitarian operation.
The Deputy Minister said that the objective of President Mahinda Rajapaksa, and his Government is to restore the normal democratic way of governance and to simultaneously ensure the economic development in the hitherto conflict affected areas.
Gunawardena also highlighted the terrorist organizations ability to operate by exploiting cross-border linkages, and to have easy access to sophisticated and advanced technologies.
Therefore, the Minister emphasised the importance of marshalling collective efforts to curtail terrorists' transnational operations, including financing of illicit activities by Diaspora groups and sympathizers. "No country or region would be entirely free and safe of the scourge of such threats and associated illicit activities" without collective efforts", he said.
He reiterated the importance of abiding by the time tested principles of non-interference in the internal affairs of one another as well as the mutual respect for sovereignty, territorial integrity and national identity of all nations.
The way forward in resolving problems should be constructive engagement, confidence building and consensus, he stated.
On the sidelines of the ARF meeting, Deputy Minister Gunawardena had the opportunity for informal bilateral engagements with the Foreign Ministers of Canada, Japan, Republic of Korea, Indonesia, Malaysia, Philippines and Pakistan. He also had the opportunity to meet with US Secretary of State Hilary Clinton, Indian External Affairs Deputy Minister and the Secretary-General of ASEAN.

A person from the South, who has allegedly committed acts of terrorism with the LTTE was arrested by the Colombo Police Crimes Division at Dedigama in the Navagamuwa area yesterday.
The terrorist suspect is a Sinhalese who had cooperated in committing acts of terrorism in the North and the South for more than 18 years. On information received the CCD had made investigations on his movements for some time before he was arrested.
The suspect was given foreign trips by the terrorists. Among the crimes he is alleged to have been involved in were an attempt on the life of Minister Douglas Devananda, taking terrorists to vicinity of the Panagoda Army cantonment in a three-wheeler, giving maps of the Polhengoda Army camp to terrorists, giving cover to a woman Tiger suicide bomber in 2007, passing on information about the commanders of the Armed Forces to the terrorists and helping the terrorists in a number of bomb blasts in the South.
He is also said to have gone to Malaysia to brief the LTTE's Siva and Raghu and was collaborating with the terrorist intelligence wing members who had come to the South in 2007-2008 to make an effort to stop the humanitarian operations of the Armed Forces in the North and East.
He is operating a number of bank accounts and the police are now investigating his transactions.

Colombo Chief Magistrate and Additional District Judge Rashmi Singappuli yesterday ordered General Sarath Fonseka to appear before the Trial-at-Bar on July 29 in connection with the white flag statement.
The Judge made this order on an application by Deputy Solicitor General Wasantha Navaratne Bandara.
Deputy Solicitor General Bandara informed Court that Chief Justice Asoka de Silva had appointed three High Court Judges to hear the case against General Fonseka.
The three High Court Judges are Colombo High Court Judge Deepali Wijesundera (Chairman), Colombo High Court Judge W.T.M.P.B. Warawewa and High Court Judge Mohamed Zulficar Razeen.
Attorney General Pieris indicted General Fonseka on three counts in connection with the interview with Sunday Leader Editor Frederica Jansz where he had said that Defence Secretary Gotabhaya Rajapaksa had ordered Major General Shavendra Silva to shoot at sight LTTE suspects who came with white flags to surrender to the Army during the final stage of war.

'The de-mining programme is progressing well although it is a very tedious process, as land has to be cleared inch by inch,' Military Spokesperson Brigadier Ubaya Medawala said.
UNDP Senior Programme Manager for Mine Action, Wuria Karadaghy said the mine clearance remains one of the most important aspects with regard to resettlement.
As of yesterday (26 July), the number of IDPs has dropped to 35,510 IDPs out of the 300,000 who escaped from being kept as human shields by the LTTE during the battle last year. They have been resettled in lands certified as cleared of mines.
Karadaghy explained that the first step is to remove mines from the resettlement area, in order to facilitate the people returning to their homes. The next step would involve making it possible for them to carry on with their livelihoods.
Karadaghy observed that since most of the IDPs were fishermen, or farmers, in order to return to their jobs, agricultural land in the area, too, must be cleared of landmines and that de-mining of such land has only just begun.
The eastern part of A9, where the last battle against the LTTE took place, remains heavily contaminated, with the Mullaitivu area being most critical.

The first of its kind - a Workshop on Leadership - was held in Batticoloa for 151 students in the district at the Batticaloa AGs Auditorium last week.
The topics of the workshop and the close rapport with Army personnel have made them understand that the true image of the soldier is different from what the defunct LTTE had painted in their minds.Organised by the 234 Brigade under the guidance of 23 Division commander Brig. Boniface Perera the 151 senior school prefects were given lectures on leadership qualities, type of leaders and team work. The Tamil and Muslim students had the opportunity for a close rapport with soldiers at the workshop.
" We all want to become good youth in future. This workshop helped me and my friends immensely. We did not know much about the world leaders. We were not guided to brush up our leadership talents. We thank the Army for organizing this workshop", student N. Vinitha wrote in her assessment paper.
Brigadier Mahinda Mudalige, 234 Brigade Commander said the workshop helped tap the inborn talents of the young students who had never been exposed to programs on leadership.
"There were very bright students. They had undergone immense hardships in their childhood as they were under the LTTE terror. They were backward and not taught to bring out their hidden talents of leadership", he said.
Brig. Mudalige said the Army needed to build up its image as the LTTE had brain washed children, youth and adults.
The 151 students and the 30 teachers who arrived at the auditorium looked at the soldiers with suspicion as they still had a distant rapport with the soldiers. Since their birth, the children in the East were taught by the LTTE that the soldiers were there to kill Tamils but the wrong impressions about the soldiers gradually disappeared after the East was liberated.
"The students said that the LTTE had taught them that the soldiers were brutal and as such to treat them as enemies of the Tamil people. By this way the LTTE had created animosity among Tamils. It is time to take action to reverse these negative thoughts and that is why we have decided to promote leadership programs among the schoolchildren", he said.
According to Brig. Mudalige, the program was a success and helped erase off the negative image to strengthen the relation with the Army.
The students were given the opportunity to address the gathering and entertain the audience to make them confident.
"At the beginning they were shy as they had not been given an opportunity to address a gathering. But at the end of the workshop they proved themselves that they could be the future leaders to represent their respective schools to carry forward their message. They were also given certificates", he said.
"We did not get a chance to talk to soldiers earlier as we were fear of them. The LTTE had blocked us from having contacts with the soldiers. We should thank the Army for breaking that barrier and making our lives peaceful.
This is an important workshop for us to learn leadership qualities", T. Thayani, said in her speech.

Ministry of Traditional Industries and Small Enterprises Development had requested the Ministry of Defence to expedite the de-mining process in the saltern areas that are to be rehabilitated in the Northern area, Ministry Secretary P. Sivagnanasothy told the Daily News yesterday. When the salterns in the Northern area are back in operation we could cut down salt imports which is around 50,000 to 60,000 tons.
The Elephant Pass saltern and other salterns in the North could produce 40 percent of the demand, he further said. There are 1500 acres of land in Elephant Pass area to be cleared of land mines.
When it is cleared around 2,000 employment opportunities could be generated, he noted.

That the Adi Vel Hindu religious procession which was seen for the first time passing Temple Trees on the Galle Road after 16 years drew many responses from politicians, religious leaders, community leaders and businessmen.
The procession was received by President Mahinda Rajapaksa and First Lady Shiranthi Rajapaksa opposite Temple Trees last Friday after the President insisted on the processing on its normal route which had been curtailed during the past .
Advisor to the President on Hindu Religious Affairs, Brama Sri Babu Sharma said that the procession of Adi Vel that took to the streets proceeded along the normal route after 16 years. This has sent a clear message to all about the sincerity of the Government to protect the religious rights of all communities without any differences.
"Its a happy moment for all of us. We should all forget the bitter past and unite," Brama Sri Babu stressed.
Western Province Governor Alavi Mowlana expressing his views to the Daily News said that the Adi Vel procession took to the streets on its traditional route and this can be considered a good example of President Mahinda Rajapaksa 's stated position that there is only one nationality in this country." The people are enjoying real religious freedom now.
"The time has come to forget all differences and unite, The President has shown the way by welcoming the procession and being an example to the nation," Mowlana said.
Ven. Arama Dharmathilaka Nayaka Thera said that the belief in God Vishnu and Skanda is common to both religions of Buddhism and Hindu.
The Adi Vel procession is organized in line with the Kandy Esala Perahara. President's instructions for the procession to proceed on its traditional route should be highly appreciated. The Hindus as well as Buddhists can obtain the blessings of the procession without any fear under the new peaceful atmosphere in the Colombo city.
"Every religion should have a right to engage in its traditional processions" , Ven Arama Dharmathilake Thera added.
OCIC Director Rev Fr Benedict Joseph said the people had been used to watch the Adi Vel procession with hatred during the war time. Now it seems that this attitude has changed.
Rev Fr Benedict Joseph said that this change will create the ideal atmosphere so necessary for the successful achievement of development goals.
Western Peoples' Front Leader Mano Ganesan told the Daily News that the Hindus specially in the city of Colombo today exercise their traditional rights freely without fear after 30 years. The restrictions imposed on the procession is over. It is a real blessing for the Tamil community as other communities as well as the country.

The government has resettled 10,075 IDPs between July 1 and 22, Military Spokesperson Ubaya Medawala said.
UNDP Senior Programme Manager for Mine Action, Wuria Karadaghy told The Sunday Leader that mine clearance remains one of the most important aspects with regard to resettlement.
“The first step is to remove mines from the resettlement area, so that people can return to their homes,” he said, explaining that the next step would involve making it possible for them to carry on with their livelihoods.
He went on to say that since most of the IDPs were fishermen, or farmers, in order to return to their jobs, agricultural land in the area, too, must be cleared of landmines.De-mining of such land has only just begun, said Karadaghy.
Meanwhile, Military Spokesperson Brigadier Ubaya Medawala stated, “De-mining is progressing well, but what needs to be understood is that this is a very tedious process; land has to be cleared inch by inch.”The eastern part of A9, where the last battle against the LTTE took place, remains heavily contaminated, with the Mullaitivu area being most critical, said Karadaghy. He also said that since the end of the war, there have been 6-7 civilian deaths. However, he also pointed out that accidents were now limited – “We were expecting worse.”
Karadaghy further noted that there could be no complete guarantee that the areas would be entirely clear of mines. “There will always be a risk factor, which we need to prevent and avoid. This depends on the capacity of Mine Risk Education (MRE).”
MRE, Karadaghy notes, remains a responsibility of all stakeholders, and should be paid attention to by the Ministry of Education in particular. The army and de-mining agencies have managed to secure sufficient land to bring down the number of IDPs in camps from 300,000 to 36,110, according to the Ministry of Defence.
Cabinet last week approved the setting up of a National Mine Action Centre under the Ministry of Economic Development, which is to implement a humanitarian de-mining programme.

The LTTE has either infiltrated or created two dozen front and cover organisations in Canada to support its terrorism campaign, International Terrorism Expert Prof. Rohan Gunaratne said in the aftermath of the action taken last week by the Canadian Revenue Agency to revoke the charitable status of the 'Tamil Refugee Aid Society'.
Gunaratne told the Sunday Observer that the Canadian State was investigating a number of aid agencies and there could be 'other arrests' in the near future. The World Tamil Movement, Tamil Rehabilitation Organisation and Canadian Tamil Congress are among those under close scrutiny for their involvement in funding the LTTE's terrorist cause. Investigations on these organisations, some of which have already been stripped of their 'charity status' are continuing.
These organisations had been exploiting the 'charitable status' to raise millions of dollars in Canada and channel it to the terror outfit's fat coffers to buy arms, ammunition and explosives during the conflict.
The ruling on the Tamil Refugee Aid Society came after an engineer from Toronto, Thiruthanikam Thanigasalam was jailed for 25 years recently in the United States for attempting to pay US $ 1 million to buy missiles, launchers and 500 AK-47 assault rifles in August 2006. He has been identified as the Charity's Toronto office Representative.
According to a statement issued by the Canadian revenue agency, "The Ottawa Society had provided $713,000 to the Tamil Tigers, whose long revolt against the Sri Lankan government was crushed last year", the National Post reported.
"The Government of Canada has made it very clear that it will not tolerate the abuse of the registration system for charities to provide any means of support to terrorism, and that the tax advantages of charitable registration should not be extended to an organisation where its resources may, directly or indirectly, provide any means of support for, or benefit to an organisation listed under the United Nations Suppression of Terrorism Regulations or the Criminal Code of Canada, or to any other body engaged in terrorism," said the statement which was published in the National Post.

The Sri Lanka Army (SLA) with over 200,000 men is adequate to defend all threats including any new terrorism threats, Army Commander Lt. General Jagath Jayasuriya said.
The Army Chief told the Sunday Observer that there were no fresh moves to increase SLA's manpower as it already has over 203,000 well-trained soldiers.
The SLA's manpower was increased manifold during the military operations against the LTTE and new fighting divisions were established.
In the post conflict-era, the SLA is using its manpower in development activities in the North and the East.
Meanwhile, the temporary military bases occupied by the SLA in the North were vacated gradually with the resettlement of displaced civilians. The Army installations set up in public and private buildings in the North have been handed over to the owners.
During the final stages of the battle against LTTE terrorists, over 290,000 displaced civilians had sought refuge in welfare centres in Vavuniya. With the completion of de-mining the number of displaced civilians in welfare centres reduced to 37,000.
"Most of the public and private properties occupied by the Army have been vacated in the districts of Kilinochchi, Mullaithivu and Jaffna. Normalcy has been restored in those areas and displaced civilians are being resettled", he said stressing the need for SLA's presence in those areas to provide security for the resettled civilians and also to assist development activities in the North. Construction work on the new military base at Thunukkai has been completed and permanent bases in Kilinochchi, Iranamadu, Mullaithivu and Periyamadu are under construction.
Lt. Gen. Jayasuriya who opened the newly constructed 68 Division headquarters at Puthukuduiruppu last week said the Security Forces headquarters in Kilinochchi and Mullaithivu would serve as permanent military bases in the North.
He said that the permanent military bases were set up only on State lands and no private land was acquired.

World Bank Vice President for South Asia Isabel Guerrero paid a courtesy call on President Mahinda Rajapaksa at President's House last morning.
World Bank Vice President for South Asia Isabel Guerrero ended a three-day visit to Sri Lanka pledging support to the country's transit to a middle income country at peace.
Guerrero also called on President Mahinda Rajapaksa and key officials of the Government.
Sri Lanka, emerging from three decade-conflict, is at a critical juncture of transition to a middle income country in lasting peace. The World Bank is ready to support this transition through global knowledge sharing, policy dialogue and projects. "In our meeting with the President, we talked about the importance of his government's commitment to securing a lasting peace through reconciliation," Guerrero said.
President Rajapaksa said several development projects have been initiated in the north and thanked the Bank for its support to bring normality to the life of the displaced people through the Cash for Work program.
Guerrero visited the recently rehabilitated Adampan Hospital which is operating an Out Patients Service and Panakattukottu, Mannar. She commended the government on its effort to resettle IDPs and provide services.
In Kilinochchi, she visited the Uruthirapuram village and met beneficiaries of the Cash for Work program. "I am encouraged to see that the Bank-funded Cash for Work program, co-financed by the government of Australia, has been supporting returnees with an immediate income and helping them rebuild much needed community infrastructure of their choice. I hope this program continues to help them until they are able to resume their livelihoods," Guerrero said. The Vice President also met with development partners, civil society and private sector, to share views on ways to support the country's transition, how to address development challenges and realize the new emerging opportunities.
"The World Bank will align our assistance to support the transition, continuing to assist north and east. In doing so, we will work together with partners under the leadership of the government," Guerrero said.

Speaking at an Upasampada ceremony of the Ramagngna Chapter in Anuradhapura on July 16, the President further stated that his government carried out all the duties necessary to make this a free nation.‘This government has brought prosperity to the nation through agricultural revival and is committed to revive Buddhism the way it prevailed in the ancient times,’ President Rajapaksa said.He expressed joy at being able to address this ceremony held near the alwathu river after nearly thirty years and stated that the environment has been created to hold such an Uapasampada ceremony even in Nagadeepa.‘You hope for a peaceful and stable nation. This war memorial, constructed by 9 Sri Lanka Sinha Regiment (SLSR) troops, was unveiled on 18th July 2010, the day that marked the final fall of the camp into terrorists' hands some 14 years ago after a siege of two days. 44 officers and 1119 other ranks, mainly of 5 Brigade, 9 SLSR and 6 Vijayabahu Infantry Regiment (VIR) lost their lives during fierce gun battles that lasted for two days. www.defence.lk">
The war monument with all War Heroes' names, built on the instructions of the Commander of the Army Lieutenant General Jagath Jayasuriya, was unveiled by Major General Chandana Rajaguru, Commander Security Forces -Mullaittivu in the company of a large gathering of next of kin of fallen War Heroes in the debacle.
Parents, spouses, children and next of kin of fallen War Heroes laid floral wreaths, flowers and lit oil lamps at the foot of the monument soon after a military salute was accorded. A large gathering of senior officers, Police officers and senior citizens in the area attended the occasion.

Writers have a vital role to play in building friendship, faith and understanding among various communities in this country, President Mahinda Rajapaksa said addressing Sinhala-Tamil Writers' Association (STWA) members at a ceremony at Temple Trees, Colombo, recently.
The occasion was the presentation of a series of literary works published by the STWA in recent times to the President.
President Rajapaksa said even though the 30-year scourge of terrorism had ended, fear and suspicion which prevailed in the minds of Sri Lankans had not been fully erased.
A collection of literary works published by the Sinhala-Tamil Writers’ Association being presented to President Mahinda Rajapaksa at a ceremony at Temple Trees Colombo recently. Ministers Dallas Alahapperuma and Bandula Gunawardena and Publisher Sirisumana Godage are also in the picture.
One way through which this remaining negative mental state could be eradicated and mutual understanding could rebuilt was by publishing more and more literary works in Sinhala and Tamil languages, the President said. President Rajapaksa said he considered the language problem as a major cause which damaged communal amity and harmony.
"We should also consider the 30-year conflict as another lesson. I firmly believe that both Sinhala and Tamil should be taught to our future generation from pre-school level. A national program should be launched to teach Sinhala to Tamil students and Tamil to Sinhala students. We should consider it our prime duty to prevent a repetition of such a calamity in the future," he said.
The President said he highly valued and appreciated the services rendered by the STWA to promote Sinhala and Tamil literature and friendship and understanding among the two communities.
The STWA delegation also presented a memorandum containing certain recommendations for promoting peace friendship and co-existence among all communities in the country.
The President said he would bring the memorandum to the notice of the relevant sections for appropriate action.

Expatriate Lankans in Vienna helps disabled children in the North & East
Sri Lankan expatriates in Vienna have recently donated 49 wheel chairs to disabled children in Sri Lanka. The First Lady Madam Shiranthi Rajapaksa, at a ceremony held at the President's House in Colombo handed over 18 wheel chairs for young children disabled by the conflict in the north and eastern regions.
The remaining wheel chairs were distributed at welfare centers in Manik Farm, Vavuniya and Batticaloa. Sri Lankan community members, in association with the Embassy of Sri Lanka in Vienna, collected the fund for donation of wheel chairs at an event held on 18th May 2010 in remembrance of Ranaviru heroes and fellow country men and women who had sacrificed their lives during the conflict.
The event also marked the first anniversary of dawning of peace after the defeat terrorism in the island. In order to show their solidarity with the families affected, expatriates gathered at the event came forward to support the wheel chair donation programme.
Representatives of Sri Lankan community in Vienna also participated at the distribution ceremony held in Sri Lanka.

Commissioner General of Rehabilitation, Brigadier Sudantha Ranasinghe said that over 300 ex-LTTE child combatants would sit for the G.C.E Advanced Level (A/L) examination in coming August.
According to commissioner General they had to stop their education as LTTE had forcibly recruited them into its fighting units at the expense of their education and wellbeing.
"Out of the 594 students identified from the government-run rehabilitation centres, 378 students have been prepared for the forth coming G.C.E (A/L) exam and the rest of others will be released after rehabilitation" said Brig. Ranasinghe.
He further added that the military conducted a special school for those A/L students within the premises of Vavuniya Tamil Primary school, with the assistance of the Education Ministry. According to him they had supplied all their necessities such as books, stationery, food and lodging and they had only to study hard.
According to the sources, the identified 11,800 ex-LTTE cadres for rehabilitation from the IDP camps and 152 university students among them were sent to the Jaffna University. About 3,000 former LTTE cadres were released after successfully completion of rehabilitation programs and some of them were employed in the private sector.

Resettlement Minister Milroy Fernando inspected the first phase of the houses being built for the Internally Displaced Persons (IDPs) by Caritas Sri Lanka in Palampiddy in the Madhu area recently, a Resettlement Ministry's spokesman told the Daily News yesterday. Nearly 87 houses are being built at a cost of Rs. 600,000 each for 572 IDPs the newly built houses would have water, electricity and other amenities, she said.
The IDPs in these areas are unable to move freely and engage in their agricultural activities since the de-mining process is going on in the agricultural and other lands. They are given a financial assistance of Rs. 35,000 to start other self-employment projects by the same organization, she said.

Villagers and the fisherfolk of Mullaitivu praised the Special Forces of the Sri Lanka Army for having taken timely action to clear the seabed of mines and other ordinances, reports from Mullaitivu said yesterday.
There was the possibility of these unexploded mines and artillery shells being washed ashore or getting entangled in nets posing a grave danger to civilians.
The SF Commander in Mullaitivu Maj. Gen. Prasanna Silva said that following the advice of Defence Secretary Gotabaya Rajapaksa, Army Commander Lt. General Jagath Jayasuriya had instructed that Special Forces personnel, trained in underwater operations be deployed to carry out the de-mining of the seabed.
They had been successful in de-mining to a depth of 150 meters up to distance of two kilometres from the coast along six kilometres of the coastline," he said.
Maj. Gen. Silva said: "We have deployed over 500 Field Engineers attached to the SLA to carry out the mine clearing operations on land manually. They also carried out the de-mining mechanically.
We have succeeded in clearing the Mullaitivu town and parts of Oddusuddan, Mulliyawalai, Thunukkai and Manthai East so that the IDPs could be resettled. The biggest challenge that we are yet to confront is de-mining the areas of the final confrontation with the LTTE such as Pudu Mathalang, Pudukududirruppu and Vellamulivaikkal which are full of unexploded explosive devices of all kinds," the SF Commander for Mullaitivu said.
Sources in Mullaitivu said that along with the SLA Field Engineers the UK based Mine Advisory Group, the Indian based Sarvatra, the Swiss Foundation for De-mining (FSD ) were also assisting in the mine clearing operations.

The Sri Lankan government said it will have to maintain High Security Zones (HSZ) and military installations in the north of the country until the situation fully normalize.Government Spokesman Media Minister Keheliya Rambukwella said that it is not a new phenomenon applicable only to Sri Lanka. With regard to post conflict situation in the north, he said, that over 260,000 who came to the areas coming under the security forces have been resettled. We have resettled all of them within a period of just over one year. No where in the world this happened. Have the IDP s in other countries been resettled? Minister queried.
Soon after the launch of humanitarian operations over 75000 people became IDPs in the eastern province. When the Government started resettlement processes under the 'Eastern Udanaya' some countries and organizations opposed the process at the instigation of interested groups. Even some of the INGOs and various international groups opposed the resettlement process saying it should not be carried out in a harsh manner. But the govt in defiance completed the process later it was acclaimed by UN agencies as well.Government's resettlement process necessitated relocation of some of the HSZ in the Northern Province.
Now the government maintains HSZ only in limited places and the minister said that it would also be removed or minimized once the situation returns to fully normalcy.The visit by President Mahinda Rajapaksa to hold the Cabinet meeting at the once dreamland capital of LTTE in Kilinochchi the President freely moved with the IDPs who have been resettled there. According to military sources there are around one hundred thousand people resettled in the aftermath of the war. According to political sources it was clear message to the people embedded in the war that the government considers them as the stake holders of one nation.
Despite some interested groups including the Tamil Diaspora try to misinterpret the situation the resettlement process with government providing dray rations needed for six months appears to be a psychological relief to those people in the north. A top military source said that in-fact there shortcomings here and there, but as a whole the populace in the north are quite happy now. Because, they have started feeling that the military is doing something positive for them.

Fresh moves to break LTTE 'backbone' abroad
Fresh moves are under way with the assistance of Interpol and other intelligence agencies abroad to break the `backbone' of the LTTE's international terror network which is believed to be still active in certain countries, according to informed sources.
Interpol has already issued red notices on two hardcore LTTE terrorists. The Interpol action is based on the secret documents which were recovered from the LTTE's international link spot known as 'Castro' office in the Wanni by Sri Lankan authorities recently, the sources said.
The two prime LTTE hardcore terrorists who were issued with red notices by Interpol are Ponniah Anandarajah alias Rajah alias Ayyah of the USA. Rajah is sixty years and hails from Chankanai, Jaffna. He had been the head of the LTTE financial procurement and shipping network since 2003.
He holds a US passport and has travelled extensively to negotiate the purchase of arms and ammunition for the LTTE outfit.
Sri Lanka had sought the assistance of Interpol to arrest him with regard to his international links and Interpol issued a red notice on him, the sources said.
Another hardcore LTTEer who had been issued the Interpol red notice is Achudan Sivarasa-Pirundaban Achudan. He was born in 1972 in Jaffna. He had been trained as a pilot at a flying school in France.
Later he became a citizen of France. He is married and has two children and lives in a Middle Eastern country.
He had travelled frequently to several European and African countries and was responsible in purchasing aircraft for the LTTE.
He engaged in several business activities with the investments of the LTTE in foreign countries. He was also responsible in developing contacts with political figures and business magnates abroad in support of the LTTE, the sources said.
The video clippings of this hardcore LTTE member which were sent to the LTTE in the Wanni when the outfit was active are now in the custody of the Security Forces, the sources said.
He had also conducted training classes for suicide cadres according to the evidence collected in the Wanni.
Apart from the two prime LTTEers, the names of Narendran from Europe, Bhavindran and Rooban operating in South East Asian countries have also surfaced recently with regard to the LTTE's procurement of ships and arms.
These suspects are also believed to be engaged in business activities involving the LTTE, the sources said.
Following the investigations carried out by the Sri Lankan authorities on LTTE documents recovered, the details of more LTTE hardcore members are likely to surface shortly, the sources said. The Sri Lankan authorities have also sought more information from intelligence agencies abroad on the three LTTE factions currently active in the USA, Norway and the United Kingdom.
The Rudrakumaran faction is based in the United States while the Nediyavan faction is in Norway and the Global Tamil Forum of Fr.Emanuel in the UK.
Meanwhile, Germany has arrested five LTTE suspects and the Netherlands has rounded up eight LTTEers so far this year.
Several countries have also expanded their intelligence network following the request by the Sri Lankan authorities, informed sources said.

Canada revokes charitable status of Tamil charity for funding LTTE
The Canada Revenue Agency (CRA) agency responsible for administering tax laws for the Government of Canada and for most provinces and territories today announced that it has revoked the charitable registration of Ottawa-area charity, Tamil (Sri Lanka) Refugee-Aid Society (TRAS) effective July 17, 2010.
The agency has issued a notice last month of its intention to revoke the charitable registration of the Society saying that on the basis of an audit conducted, it has concluded that the Society has ceased to comply with the requirements of the Income Tax Act for its continued registration.
The CRA stated that in that the charity failed to maintain adequate control and direction over the use of its funds; improperly issued tax receipts on behalf of third parties; and provided funding to non-qualified donees outside Canada.
According to the findings, the Tamil charity has provided funds including $713,000 to an organization, which the CRA believes was operating as part of the support network for the Liberation Tigers of Tamil Eelam (the LTTE), a listed entity under the United Nations Suppression of Terrorism Regulations and the Criminal Code of Canada.
The CRA said its audit also indicated that fundraising conducted under the Society's auspices involved an individual who has been convicted in the United States of conspiring to provide material support to the LTTE.
In addition, the Society's liaison officer for Sri Lanka was named in documents filed with the Federal Court of Canada as a contact for area sales coordinators with the World Tamil Movement, also a listed entity under the Criminal Code of Canada because of its ties to the LTTE.
Once its registration revoked, a charity cannot issue donation receipts for income tax purposes and is no longer a qualified donee under the Income Tax Act. The organization is no longer exempt from income tax, unless it qualifies as a non-profit organization, and it may be subject to a tax equal to the full value of its remaining assets, CRA says.

The Government of Sri Lanka is now implementing a humanitarian de-mining programme with a target of achieving mine threat free Sri Lanka by end of 2020. The government yesterday decided to set up a National Mine Action Centre to coordinate and fast tract the de- mining process.The Government coordinates and manages the de-mining programme, through the Ministry of Economic Development with the mine action operators, Donor Agencies and UN organizations.
Presidential Task Force for Resettlement, Development and Security inthe Northern Province acts as the decision making body on Northernprogramme through a temporary unit in collaboration with respectiveGovernment Agents. In this exercise, UNDP and UNICEF providedtechnical assistance to the Government to implement and coordinate thedemining programme. Over 26 years of armed conflict, land mines, unexploded ordinances( UXOs) and improvised explosives devices (IEDs) which have been laidby the terrorists constituted a significant impediment to resettlementand development activities of the conflict affected areas.Over 640 villages had been affected by these mines and it is estimatedthat about 1.5 Million mines have been laid underground.Out of thisonly 266,123 mines and UXOs have been cleared up-to- date. Over 4500squire kilo meters in particular in the Northern Province have beenlaid suspected as contaminated with mines and explosive remnants ofwar ( ERW). Of which 1, 474 of squire kilo meters have been clearedso far.

Sri Lankans have gained enormous experience, talents and fortitude which no other country has even thought of in the course of eliminating a terrorist outfit in the country and time has arrived to make use of them to win the world, said President Mahinda Rajapaksa.
The President was of the view that the student population should be encouraged to protect and promote the Sri Lankan identity in face of various opinions, attitudes and criticism that are coming into the Sri Lankan society.
The President was addressing the special general assembly of Royal College, Colombo to mark its 175th anniversary at the College Sports Complex yesterday.
President Rajapaksa was accorded a Guard of Honour by the college cadet platoon on arrival at the venue. The cancellation of the first day cover and a new postage stamp also took place as a part of the program to celebrate the College’s 175th anniversary.
The President opined that children should not confine themselves to academic studies.
He added that they should focus on vocational skills and lingustic knowledge. The students of many communities and religions and social status are studying in this college, he said.
He said that the students of Royal College should ensure that they make best use of resources that have been made available to them.
“Knowledge plays keyrole in our endeavour to make the country a miracle of Asia”.
President Rajapaksa stressed the need of making the country a nerve centre of naval, trade, tourism, air and knowledge.
He added that the Royalists should be proud of their Alma mater for producing outstanding personnel who brought international reputation to the country in their respective fields.
“Outstanding Royalists who showed numerous achievements in their respective fields, have spent their student life in a meaningful way.
The President stressed that the students of the Royal College have unparallel opportunities to pursue many fields ranging from Information and Communication Technology to agriculture.
“Learning is a cumbersome process and all learned people laboured thorough many hardships to gain knowledge” , he added.
He said that Royal College, Colombo as the first State school in the country should guide the nation. President Rajapaksa said that Royal College proved itself that it is capable of guiding the nation during the recent past.
The President also commended the achievements made by the college in the sphere of IT sector.
He added that the parents of Royal College students can check the arrival and departure time of their children to and from the school through the Internet.
He opined that the ICT should be utilized to propagate the country’s centuries old heritage to the world too.
“We can disseminate information our indegenous medical system, local industry, Buddhism and th country’s rich history to the world through the ICT, he added.
President Rajapaksa emphasized that the people of this country should not think that our country is very small.
“It is the duty of the people to prove themselves that Sri Lanka holds an important place in the world.

Tourism has been identified as a leading player for achieving economic prosperity and Sri Lanka promotes tourism while strengthening the hospitality industry to cater to the raising demand, said Minister of Economic Development, Basil Rajapakse, at the inaugural ceremony of ‘The Hotel Show 2010’.
The industry was badly impacted due to the past conflict but managed to survive contributing a substantial amount to the economy. Now, as the war is over it is the most prospering industry.
"This is boom time for tourism with hoteliers refurbishing their hotels and venturing to new projects island wide," he said.
The tourism authority has been granted the power to approve projects within a time frame of three hours. If cases are delayed complains are welcome to the high levels, he said.
The government will be providing the basic infrastructure and monitoring facilities to the industry. The private sector should drive the way forward with new projects introduced to the system.
Sri Lanka hopes to achieve 600,000 tourists this year, while next year is nominated as the ‘Visit Sri Lanka’ year, we hope to attract 800,000 tourists creating the avenue to the goal of 2.5 million by 2016, said Chairman Sri Lanka Tourism Development Authority Dr. Nalaka Godahewa.
The country is working towards tourism development, we want to see more tourist arrivals and departures with pleasant experience gained from our valuable culture, he said.
For the first six months the SLTDA hopes to create a background for attraction, by creating more hotel rooms and establishments and creating nearly 400,000 employment opportunities both direct and indirect.

Kilinochchi brings up mixed feelings, depending on the political view one holds of what has taken place in Sri Lanka in the past three decades. To those compelled to suffer the years of terror unleashed by the LTTE in its violent campaign for the setting up of a separate Eelam on Sri Lankan soil, it is today a place of great conquest and victory.

To those supportive of the LTTE, both covertly and overtly, it is now a place of defeat and shame, as it symbolizes the failure of the unreal dream of Velupillai Prabhakaran and a coterie of diehard separatists, whose strength and influence flowed from the barrels of the guns they held.
For the Tamil people who were unconverted fellow travellers of the LTTE it may be a place to ponder on the plight they were plunged into by those who broke away from traditional tolerance and friendship of their community and dragged this country, and especially the North, into a quagmire of blood and a field of destruction.
For the Tamils who were helpless onlookers at the tragic events unfolding before their eyes, and often having to unwillingly sacrifice their children and livelihoods to the cause of violence and terror; the victims of extortion and whose children were robbed of education and childhood, which made up the vast majority of Tamils in this country - Kilinochchi will be remembered as an important location for the beginning of their freedom from alleged liberators or ruthless wielders of power.
This is why this week's visit to Kilinochchi by President Mahinda Rajapaksa and the Cabinet of Ministers was of considerable significance. For President Rajapaksa it was both a combination of victory to which he gave unswerving political leadership, and a reaching out to the people who had been the victims of terror and the battle to rid them of the terror that held them captive for so long.
Core policy
Given the history of our conflict, it is inevitable that some will read an aspect of triumphalism into the President's visit to Kilinochchi and holding a Cabinet Meeting there. With the wounds of war still so fresh, such thinking is inevitable. But what took place at Kilinochchi went far beyond such triumphalism. It extended to the wider and richer field of reconciliation, at the core of Government policy today.
The message that President Mahinda Rajapaksa took to Kilinochchi, and from there to the people of the North, and the Tamil people who live outside its boundaries both in Sri Lanka and abroad, is that the time for reconciliation and healing had come, and the Government was ready to lead the process of healing.
It was a practical and visible underscoring of President Rajapaksa's oft stated position that this was not the time to dig into the wounds of the past, but rather when to apply the healing balm to painful wounds of mistrust and terror.
The President made this clear in stating that the Government's largest financial allocation for regional development went to uplift the conflict ravaged North. The message was clear that Sri Lanka was looking to and obtaining help from the world outside for the reconciliation related development tasks, in stating that loans were from the World Bank and ADB will help rebuild destroyed infrastructure.
While some counties and institutions abroad may be taking a slanted view of what is happening in Sri Lanka today, others who saw the reality were ready to help. This is resulting in speedy development and resettlement, unprecedented in the context of other global experiences in the aftermath of such damaging conflicts.

There was little of triumphalism in what the President said, but proof of actual progress in reconciliation being achieved. There was much direct assistance given to the people, and many were the projects both announced and launched that will soon make a major difference to the lives of the people both in the Kilinochchi District and in the wider areas of the North.
When he stressed that there were forces who, to fulfill their ulterior motives, were trying to portray that the IDPs were not properly provided with necessities, the figures of successful IDP resettlement were already being published elsewhere. Official figures state that the total number of IDPs remaining in welfare centres in the North of Sri Lanka has now dropped to 38,127 from the original figure of 297,000 showing that 80 percent had now been resettled.
The number of IDP zones has also decreased with only four such zones left in the Menik Farm relief village. Another 3,000 IDPs are due to be resettled in Karachchi and Kilinochchi by July 26.
This is an important pointer to the pace of reconciliation taking place, to which must be added the appointment of the Lessons Learnt and Reconciliation Commission, that has already begun work, called for representations from the public, and will go out to the provinces and districts worst affected by the conflict to listen to the grievances of the people.
While some sections of the "international community" continue to focus on what took place in the last months of a battle to rid this land of terrorism, it seems necessary that there should also be similar focus by others, with genuine belief in tolerance and humanity, on studying how Sri Lanka, with her limited resources achieved so much success both in defeating the most ruthless terrorist organization in the world, and getting about so briskly with the tasks of resettlement, development and reconciliation.
President Rajapaksa gave voice to the prevailing mood when he said in Kilinochchi that: "This is a new beginning. The troublesome past is over now. We are all the same and as such we should all join hands and rise together in our quest to achieve collective prosperity."

The Government will begin long distance bus services on eight new routes including Kilinochchi-Colombo, Batticaloa-Kilinochchi, Trincomalee-Kilinochchi,Mannar-Batticaloa, Mannar-Trincomalee, Mullaitivu-Colombo, Mullaitivu-Kilinochchi and Mullaitivu-Batticaloa in the North and East.
The decision was taken after discussions by Transport Minister Kumara Welgama with Industrial Development and Commerce Minister Rishad Bathiudeen, Vavuniya Divisional Secretary P.S.M.Charles and officers of both SLTB and private bus services in the North at the District Secretariat in Vavuniya recently.
Minister Welgama said new buses will be deployed to commence long distance services on these routes which had been deprived of transport facilities and also to improve the existing bus service in the North.
Meanwhile, the Minister has advised the National Transport Commission (NTC) to accelerate the route permit issuing procedure to launch these long distance bus services to benefit northerners. NTC officials agreed to submit a report to the Minister within the next two weeks.
The Minister also emphasized the importance of setting up a new bus depot at Mullaitivu and instructed SLTB Chairman M.D.Bandusena to provide buses immediately to the Mullaitivu bus depot.
Minister Welgama inspected the Vavuniya bus depot and instructed officials to take immediate action to repair the dilapidated buses.

The development of the North's economic and social infrastructure was expedited to a level that the country had never witnessed, under the Uthuru Vasanthaya180 days' development programme at the cost of Rs.12080.5 Million. These projects had provided significant infrastructure facilities to the people in the North whose lives were wrecked by the LTTE during the past three decades.
Under the 180 days' development programme, diverse projects were launched in nearly 15 different fields such as Transport and Highways, Irrigation and Agriculture, Power supply, Education and Fisheries, ect, encompassing the full spectrum of services that are deemed essential to the life of the community. It is worthy of special mention that there has been over 80% performance in the implement of this project.
Ministries other than the Ministry of National Building and Estate Infrastructure Development have incurred an expenditure of Rs.1, 865 Million in the execution of the task of development and provision of infrastructure facilities.
The Ministry of National Building and Estate Infrastructure Development has also incurred an expenditure of Rs.2,222 Million under 'Gama Neguma', 'Samurdhi', 'Jathika Saviya', Uthuru Vasanthaya' and the Decentralized Budget in the execution of the 180 days' programme. Expenditure incurred in respect of the development work and infrastructure development handled by all Ministries within a short space of six months totaled Rs.11, 087 Million.
In handling this task the clearance of the area of the landmines laid by the terrorists posed the greatest risk. The attention of the task force was especially focused on the extreme urgency of the Demining operations and action was, therefore, taken immediately to import the machinery and equipment needed for de mining operations on the recommendation of the task force. Machinery and equipment numbering 15 were thus imported for the purpose at a cost of Rs.646.92 million and it is stated that the demining unit of the Sri Lanka army played a significant role in handling these operations.
With the defeat of the LTTE terrorism which prevailed over three decades and the settlement in welfare centers of over 268,000 innocent person who fled to the government controlled areas escaping from the clutches of the LTTE terror on appeal made by the Government, confronted with the formidable challenge of restoring normalcy in the to day - to - day life of the community and the resettling them in their places of origin. H.E the president appointed a special presidential Task Force in order to ensure the provision of infrastructure and operation of development activities needed for the re- settlement of the displaced by acting speedily in the adoption of appropriate measures.
The Task Force under the Chairmanship of Minister Basil Rajapaksa was establish by Extraordinary Gazette Notification dated May 07,2009.the 180 days' development programme named 'Uthuru Vasanthaya' was launched by this Task Force with an emphasis on a participatory development approach.

High Security Zones (HSZ) are essential to ensure the security in the region, hence will not be removed from the Northern Province, government spokesman said yesterday (15 July).
Addressing media, Minister Rambukwella said these HSZ were vital to win the war against terrorists and they are mandatory for the country's security.
The Minister further explained that, since the unavailability of states lands in strategic areas to establish HSZ in the North the government is forced to use private lands for the purpose.

LTTE terrorists' former stronghold, 'Malathi Base' near famous Iranamadu junction, now a fully fledged Army camp was sanctified by Pirith chanting after absence of nearly 30 years, to coincide with the 1st anniversary of the establishment of the Kilinochchi Security Forces Headquarters (SFHQ-KLN).
Presence of 30 saffron-robed Buddhist monks, invited to the venue from Anuradhapura added colour to the whole area as they were conducted in a colourful procession, carrying Buddhist flags before chanting got underway, led by Ven Nugathenne Pannananda Nayaka Thero, Incumbent, Sri Sambuddha Jayanthi Viharaya, Anuradhapura.
Iranamadu, notoriously famous for its pitched battles during humanitarian operations, claimed scores of precious lives of War Heroes as well as LTTE combatants as final battles were raging.
Major General Chandana Rajaguru, Commander Security Forces, Kilinochchi offered the traditional tray of betel to the Maha Sangha and invited them to conduct chanting until following morning. An alms-giving on the following day culminated the arrangements. Senior and junior officers and a large number of soldiers were associated with the event.

The post-war situation in Sri Lanka is rapidly gaining positive momentum with the government's laid road map for reconciliation, resettlement and rehabilitation. The London based insurance underwriter Lloyds has removed Sri Lanka from its cargo war risk list with effect from July 05th.
This move would indeed evict additional insurance rates paid by the shipping lines resulting reduction off export and import costs. The move is also expected to boost the tourism industry in the island, according to analysts who are optimistic of much more opportunities for the nation.
According to Ministry External Affairs, a little over a month after removing Sri Lanka off the Hull War, Strikes, Terrorism and Related Perils list, Lloyds of London's Joint Cargo Watch has removed the island from its list of countries with risk of marine war, marine Strikes and ground war and strike.
Analysts said the removal of Sri Lanka from the war risk list would negate shipping lines and airlines the need to pay any war risk insurance premiums which could lower trading costs and also boost tourism, because Sri Lanka after suffering 30-year-old war is no longer classified a war risk country.

It is not without reason that Ban Ki Moon is being vilified for degrading his role as the custodian of world peace, not that other UN Secretary General's have faired any better but it is becoming increasingly clear that the UN & its officials are becoming agents of Western imperialism. Sri Lanka in particular fresh out of a terrorist conflict now finds itself being terrorized by the UN with neo-colonists eyeing to use Sri Lanka's strategic importance to their benefit in the Asian sub-continent. The predicament Sri Lanka currently faces ironically encompasses the terror reign of the LTTE for a nation whose people are trying to rebuild their lives in peaceful coexistence are being told to go back to the past instead of looking at the future. Does the UN need to be wasting time, resources & money for such useless endeavors?

Challenges for Sri Lanka immediate & long term were issues related to "relief, rehabilitation, resettlement & reconciliation" though it afforded opportunities for long-term development of the North & for re-establishing democratic institutions & electoral politics after 2 1/2 decades (this certainly implies that the UN accepts that throughout LTTE terror reign no democratic institutions nor electoral politics existed for 25 years! & questions what the UN did to change the status quo when a large number of their agencies were actually next door to LTTE offices), GOSL commits to ensuring economic & political empowerment, both agreed to addressing aspirations & grievances of all communities & working towards a lasting political solution being fundamental for long-term socio-economic development, UNSG welcomes Presidents assurance made in his speech to Parliament on 19May that a national solution acceptable to all will be evolved, President expresses his resolve to implement 13th Amendment as well as begin a broader dialogue with all parties, both discussed areas in which UN will assist ongoing efforts of the Govt, UN to continue to provide humanitarian assistance to IDPs in Vavuniya & Jaffna & Govt to continue to provide access to humanitarian agencies, Govt to expedite civil infrastructure as well as livelihoods for IDPs & plan to resettle all other IDPs, Govt sought cooperation of international community for mine clearing operations (a pre-requisite for expediting early return of IDPs), UNSG calls for donor assistance towards the Common Humanitarian Action Plan (CHAP) to support relief, shelter & humanitarian needs of IDP sites, both recognized the importance of large numbers of former child soldiers forcibly recruited by LTTE for post-conflict, President reiterated his policy of zero tolerance for child recruitment, rehabilitation is underway with UNICEF, UNSG satisfied on progress made by Govt & UNICEF, President briefs UNSG on rehabilitation & reintegration of ex-combatants, Sri Lanka reiterates commitment to promote & protect human rights in keeping with international standards & obligations, UNSG underlines accountability process to address violations of international humanitarian & human rights law & Govt assures to take measures to address those grievances.
From this joint statement emerge several questions. How can any Government cater to "aspirations" & "grievances" of all its people "equally"? Why would the UN need to insist commitment from President Rajapaksa to implement the 13th Amendment when it is aware that the 13th Amendment was thrust upon Sri Lanka by India through the Indo-Lanka Peace Accord?
When the UN agencies are involved in the IDP why would it insist on resettling these people when they are well aware of the mine clearance factor, unless they wish to embarrass the Government by allowing these people to enter uncleared areas resulting in their deaths? Though the UNSG has included the need to have an "accountability process to address violations of humanitarian & human rights law" why has the UNSG completely ignored the Government's assurance when an 8 member panel "Lessons Learnt & Reconciliation Commission" had been appointed on May 17th 2010 to cover the following:
1. The facts and circumstances which led to the failure of the ceasefire agreement operationalized on 21st February 2002 and the sequence of events that followed thereafter up to the 19th of May 2009
2. Whether any person, group, or institution directly or indirectly bear responsibility in this regard
3. The lessons we would learn from those events and their attendant concerns, in order to ensure that there will be no recurrence
4. The methodology whereby restitution to any person affected by those events or their dependents or to heirs, can be effected
5. The institutional administrative and legislative measures which need to be taken in order to prevent any recurrence of such concerns in the future, and to promote further national unity and reconciliation among all communities, and to make any such other recommendations with reference to any of the matters that have been inquired into under the terms of this Warrant
The most important question remains when following the arrival of Ban Ki Moon to Sri Lanka on 23rd May 2009, issuing of joint statement on 26th May 2009, appointment of "Lessons Learnt" commission by Sri Lanka on 17th May 2010 why the UNSG should suddenly decide to appoint a 3 member Panel of Experts to "advise" him on the issue of "accountability" regarding rights violations? More importantly when the Panel of Experts have only 4 months to summarize their findings given that Sri Lanka has refused entry of the 3 Panel members to enter Sri Lanka, we can but wonder whose money is being wasted & what exactly is being contrived by this precedent! Especially when UNSG's spokesman Martin Nesirky declares that the panel is "not a fact-finding mission...not an investigation...not an inquiry...not a probe....only a panel to advise the UNSG" Are these 3 members such experts on Sri Lanka's history, culture, demography, ethnic nuances that they do not require to probe or even inquire before coming to conclusion & advising the UNSG so much as to even rule out actually going to Sri Lanka though we raise an eyebrow to wonder what are these "other avenues" they can get information?
June appears to be a month favored for initiating expert panels, for many would not have linked Ban Ki Moons' proposal for an international investigation into the raid on a Gaza-bound aid ship by Israel on June 6th 2010, wherein Israel rejected Ban Ki Moon's proposal & declared it would launch its own inquiry. The Israeli Ambassador to Washington going so far as to say "we are rejecting an international commission. We are discussing with the Obama administration a way in which our inquiry will take place" (Michael Oren, Israeli ambassador to Washington) It is poignant to ask since when the US became superior to the UN to decide what type of action to be taken for disputes totally unrelated to US ...?
The UN Secretary General was to appoint a panel headed by former New Zealand PM Geoffrey Palmer & included representatives from Turkey, Israel & the US. But it has been flatly rejected by Israel...Ban Ki Moon has not gone ahead & appointed the committee however despite just a single but clear opposition by the Israel Prime Minister...& the Israel Ambassador for Washington who goes on to say "Israel is a democratic nation. Israel has the ability and the right to investigate itself, not to be investigated by any international board," The US does not encourage a panel investigation by the UN but the US "strongly urged" Sri Lanka to make use of the "panel" ...this is certainly the height of hypocrisy.
So if Israel is a democratic nation...is Sri Lanka not?, if a panel is not being appointed for Israel why is it been done for Sri Lanka? If Israels' internal panel is enough why cant Sri Lanka Lessons Learnt panel not suffice for Ban Ki Moon...& if the UN is so concerned about the welfare of the people why has it done minimal to lift the blockade that has caused a humanitarian crisis in the Gaza? Ban Ki Moon & the UN have a lot of explaining to do before they ask nations to be accountable. Nations are sovereign bodies especially those engaged in democratic elections...the UN is only a paid entity of officials who are tasked to equally & without bias bring about world peace....it is not paid to carry out agendas on behalf of larger nations nor meant to partner with MNCs & neo-colonists as is presently taking place. More importantly the UN needs to first explain & investigate despite inundated number of UN agencies located in Sri Lanka their own inactions in helping Tamil civilians who were being used by the LTTE over their 25 years of terror. We are talking about deaths of almost 25,000 civilians by the LTTE since early 1980s. Individual deaths, village massacres have always paled into insignificance for the UN officials. Sri Lanka now demands justice for these deaths & explanations from the UN why these humble people are not important for their statistics or action?
The difference between Israel & Sri Lanka is that Israel soldiers attacking the aid-ship was viewed by all while Sri Lanka's case is totally different where it appears that mechanizations have throughout been afoot to discredit the Government of Sri Lanka & its military who carried out the best humanitarian rescue while eliminating the LTTE. The absurdity of the "white flag" scenario can be argued by asking why Daya Master & George who surrendered to the military amidst the shelling were not gunned down by the army if orders had been given to kill. No one is willing to explain this scenario but instead a cooked up version of an "unnamed journalist" & his hearsay of orders to kill is being used to tarnish Sri Lanka's military & the irony is that it was triggered & started by the very army commander who used this line unwisely to start his political campaign. The lesson to be learned is that smear campaigns does not buy votes & that is why the Opposition remains in the Opposition.
The discredit campaign has been led by the Tamil Diaspora most of whom now suffer from a loss of income following the LTTE elimination. Paid campaigns such as those designed by Channel 4 are supposed to provide the "proof" when the channel itself by virtue of its unethical work practices have hardly any ground to be believed which is similar to accepting the BBCs version of things. Making money is one thing but when credibility is lost no money can make up for the loss of face. Most of these media outlets were one time revered for their "unbiased" coverage. Today the public have not only lost faith in politicians they have also lost faith in the media. Similar fate prevails for international politicians who enjoy using immigrant votes to build power bases in the electorates of their country....sooner or later the natives will arise against these "leaders" as the similar fate will befall other UN/NGO/INGO officials who have been on terrorist payrolls.
If countries are being targeted for their geographical importance and the UN is being used to provide "official" seal of approval for these "interferences" we need to explore why & how far these agendas have materialized.
The US military actions target Iraq, Pakistan, Afghanistan & now Iran, other targets may include Taiwan, Tibet, Indonesia & India. It takes no genius to wonder why & the answer lies in the economic power shifting towards Asia which will pose a challenge to traditional economic powerhouses where Indians & Chinese are increasing their presence. Asia is the home to 50% of the world's population. Western media is all out to use propaganda to win over Asians & using locals to counter internal moves to build anti-Western forces. In countries they cannot establish military bases the next option naturally is to position puppet leaders which is a good enough reason why Sri Lanka's rural masses distrusts the current Opposition & its key leaders & has little to do with their inability to lead the nation.
These actions are likely to benefit western nations desiring to use these provinces as turf to advance their agendas in the region. If we notice certain clues & pre-workings towards this goal it would be the desire of India to set up centers in the North & Hambantota & the US to request a center in Jaffna. We should next expect these nations to target political leaders, not only those in Opposition but in particular those in Government including key officials. How many of their decisions & actions is actually overseen prior to damage control is what Sri Lanka's populace should be alert towards. It is in this scenario that we demand explanations by Sri Lanka Foreign Ministry & question why they have done pittance to argue against the joint statement issued by the UN Secretary General following his arrival in Sri Lanka in 2009 which does speak about "accountability" & we also question how far officials of Sri Lanka are patriotically going about their work in ensuring no decision infringes on the territorial integrity of the country, its people or its resources at all times whether they are in service in Sri Lanka or overseas. It is as a result of inefficient officials & heads (not to mention politicians) that the West are able to subjugate them & ensnare them into advancing their designs in the countries they target. All this translates to mean that the project to divide Sri Lanka is not over & should entail that the Government & in particular the military remains alert at all times especially officials in key Governmental institutions & also ensure the naval capacity is enlarged & advanced. Peace activists will naturally desire "war" to prevail so that they can continue their jobs.
In the context of these covert & over operations taking place how can any organization leave alone UN protect sovereign nations? Additionally, when "rights" issues are used against these sovereign nations completely ignoring the triggering by superpowers & their networks that are manipulating local uprising & tension, how valid are these violations & why does the UN not apply sanctions against the superpowers who are instrumental in these covert operations? Can the UN taken action against India for supporting the LTTE, training the LTTE, protecting the LTTE & leaders on its soil & even allowing Indian leaders to openly align with LTTE atrocities? What good is a Human Rights Council if it only plays lip service & practically does nothing against these powerful nations who are today manipulating people globally?
The UN is supposed to protect & advance fundamental human rights, dignity & worth of human persons, in the equal rights of men & women. The Universal Declaration on Human Rights passed by the UN General Assembly in 1948 forms the core of international standards. So how does the UN explain its failures & inaction through 6 decades? Well Kofi Annan was magnanimous to accept UN failure "We have reached a point at which the commission's declining credibility has cast a shadow on the reputation of the United Nations system as a whole, and where piecemeal reforms will not be enough." When the US directly & indirectly creates, manipulates & enforces its will on nations can the UN take action against the US when it is not even a member of the Human Rights Council?
There is a report by the UN Group of Experts (2009) that reveals details of militia in Africa receiving weapons from Germany & France, being financed by Spanish charities linked to the Roman Catholic church & accuses the African Governments of Burundi, Uganda, Tanzania & Congo of illegal export of mineral wealth. The essence of this report is the truth that neocolonialism is what camouflages terrorist & internal conflicts in countries rich in natural resources. Nevertheless, the report findings were diluted in particular regarding Congo's peacekeeping operations (Monuc) costing US$1billion annually under Alan Doss, Ban Ki Moon's special representative in Congo. There is much hostility in this report & its future largely depends on Ban Ki Moon's ability to defend the panel which he appointed but given the players involved in the African continent...we can assume that no justice will take place & these superpowers will continue to damage nations irrespective of the UN or its Secretary General. In essence, what we can conclude is that despite involvement of super powers, whatever panel is appointed, whatever reports emerge & findings directly point fingers towards these super powers nothing is likely to happen against these nations...it will always be only the smaller nations that will be targeted.
The first & most important prerogative of the UN & in particular the righteous Ban Ki Moon & all of his "Expert Panels" is to first re-examine all panel reports that have been handed over by panels appointed by him & other Secretary Generals & ensure actions are taken against violating super powers first. It is these countries that survive on the manufacture & sale of arms & it is these countries that create strife in order to create a demand & supply & ironically it is these countries that are preaching human rights to the very countries it installed conflicts & terror.
