Red Cross houses for IDPs
The Sri Lanka Red Cross has started its recovery assistance program to returnee Internally Displaced People (IDPs). First instalments (Rs 50,000) of housing grant (Rs 325,000) were transferred to families in Vivegananthanagar, Ananthapuram and Kanesapuram in Kilinochchi District to rebuild their own homes.
The Sri Lanka Red Cross with the support of German Red Cross is assisting 400 families to rebuild their homes. Ground operations are implemented by Col Sudath Madugalle and his team at Sri Lanka Red Cross Society.
The Sri Lanka Red Cross is working in collaboration with the Presidential Task Force for Resettlement, Development and Security in the Northern Province, in implementing this program.
Among the identified issues which would deter the implementation, non-availability of Land Ownership Deeds has been the major concern. Abeywickrama said "considering the plight the most vulnerable people are going through being displaced, due to the war and some of whom even due to the tsunami disaster, when they have gone back, we should be deliberating assistance to them urgently.
During the first phase of this program the Sri Lanka Red Cross together with International Federation (IFRC) and its Partner National Societies (PNSs) intend to assist 2000 families to rebuild 800 totally damaged houses and repair 1200 partially damaged houses, extending financial and technical assistance for house rebuilding, livelihood improvement and included with Community Based Health (CBH), Water & Sanitation and Disaster Management (CBDM) components which will reach red cross assistance to at least 5000 IPD families (25,000 people) in the returned communities
